D R A F T MINUTES AVIATION ADVISORY COMMISSION GLENDALE MUNICIPAL AIRPORT 6801 N. GLEN HARBOR BLVD. GLENDALE, ARIZONA 85307 AIRPORT CONFERENCE ROOM MAY 21, 2025 6:00 P.M. 1. CALL TO ORDER The Aviation Advisory Commission meeting was called to order at 6:04 p.m. 2. ROLL CALL Present: Chair Bud Zomok Commissioner Joshua Haislip Commissioner Bill Eikost Commissioner Larry Rovey Commissioner Quentin Tolby Commissioner Brett Grove Absent: Vice Chair Michael Portik Also Present: Matt Smith, Airport Administrator Julie Patterson, Management Assistant 3. CITIZEN COMMENTS There were no citizen comments. 4. APPROVAL OF THE MINUTES Approval of the Aviation Advisory Commission Minutes of April 16, 2025 Motioned by Commissioner Larry Rovey, seconded by Commissioner Quentin Tolby AYE: Chair Bud Zomok Commissioner Joshua Haislip Commissioner Bill Eikost Commissioner Larry Rovey Commissioner Quentin Tolby Commissioner Brett Grove Other: Vice Chair Michael Portik (ABSENT) Passed 5. AIRPORT BUSINESS Presented by Matt Smith, Airport Administrator Noise complaints have increased since the arrival of Mesa Pilot Development. The trespassing issues have been better. Operations are slightly down from last year and are at 52,882 year to date. The tower is managed by a new company and is staffed at a higher level. 6. STAFF REPORTS Presented by Matt Smith, Airport Administrator A grant application was submitted to FAA for Design to replace airfield lighting and signage. A verbal commitment from the FAA was given for $800,000 in Federal Fiscal Year 25 for an Airport Master Plan Update. The Taxiway A and connectors crack-fill, seal, coat and repaint project is complete. This should extend the life of the pavement by five to ten years. The ADOT runway one-inch asphalt overlay project should start in September or October 2025. This should extend the life of the runway by ten years. 7. LUKE AIR FORCE BASE OPERATIONS Several more F35's will be coming to Luke Air Force Base. The air show will be taking place next Spring. There will be a back-up representative attending our meetings if the current representative is not able to attend. 8. COMMISSION COMMENTS AND SUGGESTIONS Commissioner Haislip recommended comparing our rates with other airports. Commissioner Rovey suggested raising the rates for non-Glendale residents only. Commissioner Tolby suggested Matt Smith attend the Glendale Rotary meeting. 9. FUTURE AGENDA ITEMS Commissioner Zomok would like to create a committee to look at airport rate structures. He would like to establish talking points for the commissioners' conversations with council members or other city staff. Select two commissioners for the Airport Master Plan Update Planning Advisory Committee. 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission will be held on June 18, 2025, at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11.
