DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION Transportation Department Office 6210 W Myrtle Ave Building A, Suite 111/112 Glendale, Arizona 85301 March 6, 2025 6:00 p.m. 1. CALL TO ORDER Chair Roberts called the meeting to order at 6:06 p.m. 2. ROLL CALL Present: Tiana Roberts, Chair Norma Cuevas, Commissioner Kevin Dang, Commissioner Tanja Shineman, Vice Chair Absent: Neil Lynch, Commissioner Also Present: Patrick Sage, Transportation Planner Jack Lorbeer, Transportation Planning Administrator Cassandra Johnston, Traffic Education Program Manager Tony Abbo, CIty Traffic Engineer Stephen Poupart, Transportation Planner Russ Romney, Deputy City Attorney AYE: Chair Tiana Roberts Commissioner Norma Cuevas Commissioner Kevin Dang Vice Chair Tanja Shineman Other: Commissioner Neil Lynch (ABSENT) Passed 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES A motion was made by Vice Chair Shineman and seconded by Commissioner Cuevas to approve the agenda for the March 6, 2025 Citizens Transportation Oversight Commission meeting. AYE: Chair Tiana Roberts Commissioner Norma Cuevas Commissioner Kevin Dang Vice Chair Tanja Shineman Other: Commissioner Neil Lynch (ABSENT) Passed 4. APPROVAL OF THE MINUTES A motion was made by Commissioner Shineman and seconded by Commissioner Roberts to approve the minutes from the January 9, 2025 Citizens Transportation Oversight Commission meeting. AYE: Chair Tiana Roberts Commissioner Norma Cuevas Commissioner Kevin Dang Vice Chair Tanja Shineman Other: Commissioner Neil Lynch (ABSENT) Passed 5. CITIZEN COMMENTS No members of the public were present. 6. GLENDALE FAMILY BIKE RIDE 2025 OVERVIEW Ms. Johnston presented an overview of the upcoming (April 6, 2025) Glendale Family Bike Ride event. The commission discussed the information. 7. TRANSPORTATION PROJECT UPDATES Mr. Abbo provided updates on several city transportation projects and traffic programs. The commission discussed this information. 8. ARTWORK ALONG LOOP 101 IN GLENDALE Mr. Lorbeer presented information regarding aesthetic elements proposed as part of ADOT's Loop 101 widening project. The commission discussed this information. 9. CTOC GOALS & 2025 AGENDA TOPICS REVIEW Mr. Sage reviewed CTOC's goals and discussed potential agenda topics for 2025 with the commission. 10. MANAGER'S REPORT This report allows the Transportation Planning Administrator, Jack Lorbeer, to update the Commission. The Commission is prohibited from discussing or acting on any of the items presented by staff since they are not itemized on the CTOC Agenda. For information only. 11. COMMISSIONER UPDATES Commissioners will share information obtained from a variety of sources including other boards and committees, transportation-related public meetings and informal discussions with citizens. For information only. 12. FUTURE AGENDA ITEMS Commissioners requested the following items for consideration of future meeting agenda items: Item on how the current federal administration's priorities might affect department grant opportunities/pursuits Discussion on how increasing sales tax revenues are allocated in the department budget Glendale's past light rail transit project 13. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission will be held on April 3, 2025 at 6:00 p.m. 14.
