D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL FIRE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 JUNE 25, 2025 9:00 A.M. 1. CALL TO ORDER A JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS Chair Charles Erickson called the meeting to order at 9:30 a.m. 2. ROLL CALL FOR THE JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS Present: Charles Erickson, Chair Jerry Weiers, Mayor Kyle Borg, Board Member Joshua Moore, Board Member Mitchell Ervin, Board Member Brent Durham, Board Member Absent: Kevin Phelps, Board Member Also Present: Jim Brown, Board Secretary & Human Resources Director Vicki Moss, Assistant Human Resources Director Rick St. John, Deputy City Manager Cindy Kelley, Board Attorney Mike Hamblin, Assistant City Attorney Dolly Alexander, Benefits Manager Erik Elias, Management Analyst Scott Ernster, Deputy Fire Chief 3. CITIZEN COMMENTS There were no citizens present. 4. NEW BUSINESS A. Board Secretary Jim Brown read a formal resignation letter from Board Member Kevin Phelps designating Rick St. John as his representative. 5. EXECUTIVE SESSION Upon a public majority vote of a quorum of the joint session of the Local Fire Board and Local Police Board, the Boards may hold an executive session, which will not be open to the public, regarding any item listed on the agenda, but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. §38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S.§38-431.03(A)(3)); Motioned by Mayor Jerry Weiers, seconded by Board Member Joshua Moore The Board voted to go into Joint Executive Session at 9:32 a.m. All attendees that were not Board Members or supporting staff exited the room prior to the start of the Joint Executive Session. Board Attorney Cindy Kelley discussed and reviewed the Board Members' Responsibilities. B. The Board discussed the Disability Reexamination Process. C. The Board reviewed and discussed the Local Board Secretary position. 6. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN JOINT SESSION Motioned by Mayor Jerry Weiers, seconded by Board Member Mitchell Ervin The Board voted to adjourn Joint Executive Session at 10:26 a.m. and reconvened in open session. Attendees who had exited the conference room were invited back in. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS A. Motioned by Board Member Mitchell Ervin, seconded by Board Member Joshua Moore Jim Brown announced his resignation as the Local Board Secretary. The Board voted to designate Vicki Moss as the new Local Board Secretary. Motioned by Board Member Joshua Moore, seconded by Mayor Jerry Weiers The Board voted to approve the Public Safety Personnel Retirement System - Local Fire Board minutes of May 28, 2025. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Kyle Borg Board Member Joshua Moore Passed 14. NEW BUSINESS There is no new business. 15. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 19. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Fire Board will be held on July 23, 2025, at 9:30 a.m., at the Glendale Regional Public Safety Training Center, 1st Floor Conference Room, 103, 11550 W. Glendale Ave., Glendale, Arizona, 85307. 20.
