D R A F T MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMITTEE GLENDALE CIVIC CENTER SAPPHIRE ROOM 5750 W GLENN DR. GLENDALE, ARIZONA 85301 JUNE 19, 2025 5:30 P.M. 1. CALL TO ORDER Chair Baker called the meeting to order at 5:35 p.m. 2. ROLL CALL Present: Lisa Baker, Chair Moises Gallegos, Vice Chair Kelly Carbello, Committee Member (telephonically at 5:37 p.m.) Kirstin Flores, Committee Member David Giles, Committee Member Theodora Hackenberg, Committee Member Carlos Vargas, Committee Member Absent: Jamon Fifer, Committee Member Brandon Hiller, Committee Member Also Present: Matthew Hess, Deputy Director, Community Services Trilese DiLeo, Interim Administrator, Human Services Grants Yolanda Poole, Management Assistant 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. * Community Development Advisory Committee Minutes of April 17, 2025 - For information and approval. OLD BUSINESS None. 6. NEW BUSINESS a. Heat Relief Network Update Mr. Hess presented an overview of the Heat Relief Network to the CDAC. He included in his presentation a brief history of the Heat Relief program, statistics that highlighted the need for its services, details about the city's involvement in the network and performance information, including recent improvements made to enhance service delivery to city residents in addition he discussed the Emergency Home Repair program as it relates to replacing air conditioning units for qualified Glendale homeowners. The Committee discussed the information provided. b. CDAC Retreat Planning Mr. Hess discussed the recent change the City Council made to the CDAC's appointment schedule, moving them to a standardized timeline of February 1st through January 31st. He asked for consensus to hold the retreat in February or March of 2026 to align with appointment dates, ensuring that any potential new committee members can engage in the goal-setting for the upcoming term. The Committee provided consensus to change the retreat date to align with City Council appointments. 7. DIRECTOR'S REPORT Mr. Hess announced that the City of Glendale has been recognized as the "Best City for Business" in Arizona by the Arizona Chamber of Commerce & Industry. He also announced the Community Services Department had received a Mosaic Marvel Award from Glendale Elementary School District (GESD) as partner of the year. He further mentioned that the Community Services department is working on a workforce development strategy to add to the portfolio of services offered by the department. In addition, he made an announcement stating that the Family Self-Sufficiency (FSS) program had graduated another homeowner. 8. COMMITTEE MEMBER COMMENTS AND SUGGESTIONS Commissioner Vargas announced he wanted to make a comment and support the comment with multimedia, but he explained that Matthew Hess and Trilese DiLeo told him that he was not able to project the multimedia onto the screens. He requested clarity before the next meeting on whether members could project multimedia on the screens along with their comments. He further asked for clarification on whether there is a process for a committee member to project multimedia during any and all sections of the meeting. Vice-Chair Gallegos asked if there had been assessments done on the impact of the recent federal regulations changes. 9. NEXT MEETING The next regular meeting of the Community Development Advisory Committee will be held on September 18, 2025, at 5:30 p.m., in the Sapphire Room of the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10.
