Parks and Recreation Mission Statement

CALL TO ORDER
Chair Helena Johnson called the meeting to order at 6:00 p.m.

APPROVAL OF THE MINUTES
Chair Helena Johnson asked for a motion to approve the minutes.

Motioned by Commissioner Marie Nesfield, seconded by Commissioner Lynda Martinez to approve the minutes

NEW BUSINESS
 
a.
INFORMATION: COMMISSION REPORTS
The Parks and Recreation Advisory Commission members reported on items related to their Commission Goals.
  
 
b.
ACTION: UPDATE ON THE DOWNTOWN CAMPUS REINVESTMENT PROJECT AND MURPHY PARK
Mr. Kennedy provided information on the Murphy Park schematic design as part of the Downtown Campus
Reinvestment Project (DCRP).
The Commission discussed the presentation and the options that were presented. 
Vice Chair Zomock would like more data on the donor plaques and what the park is going to look like.
Carlos Vargas from the Ocotillo District spoke to the Commission regarding Murphy Park. He mentioned that Murphy
Park is the heart of the City, benefiting businesses downtown.  He also mentioned we need to step things up a notch
in terms of trees and lighting.
Mr. Bessler, Director of Engineering, clarified what recommending a park design means.  He explained that of the
three concepts, can you find one to advance, meaning, do you generally support one of these concepts over the
other?  He also mentioned that Commission comments will be considered by the design team.  
Ms. Coldwell, a representative from Holly Street Studio, clarified some of the designs in the design concepts for the
Commission and discussed comment cards from the community.
Mr. Garcia, City Architect, mentioned that they do not have any more public meetings planned at this time. He also
responded to the Commissioner's questions about more park landscape details and the donor plaques that are there.
Chair Johnson asked if there is a motion to recommend one of the concepts presented for Murphy Park.
  
 
 
Motioned by Vice Chair Bud Zomok,  seconded by Commissioner Gilbert Longoria to recommend Concept B to
the Council, with more information on landscaping and a better plan for what happens to the donor plaques as we
move forward.

INFORMATION:  FEEDBACK ON THE HEROES RECREATION CENTER DOT POLLING
Ms. Barriga led a discussion regarding the Heroes Park Recreation Center Dot Polling that was conducted as part of
the April 30th Community Meeting.
The Commission discussed the agenda item and provided feedback on their handout forms as to which amenities
they would like to see included at the Heroes Park Recreation Center.

INFORMATION: NATIONAL PARK AND RECREATION MONTH
Ms. Barriga provided information regarding the events and activities the department will be doing in July in
celebration of National Park and Recreation Month.

INFORMATION: HEAT RELIEF UPDATE
Mr. Padia provided information regarding heat relief measures in place for the upcoming summer season.
The Commission discussed the information that was presented.

ACTION:  RENAMING OF THE GLENDALE COMMUNITY CENTER
Mr. Kennedy presented information regarding the request to rename the Glendale Community Center.
The Commission discussed the information that was presented.
Chair Johnson asked for a motion for a recommendation regarding the renaming of the Glendale Community Center.
  
 
 
Motioned by Commissioner Lynda Martinez, seconded by Teen Commissioner Jaclyn Nguyen  to retain the name
of the Glendale Community Center and to provide a dedication plaque in honor of Norma S. Alvarez.

INFORMATION: 2025 RESIDENT SURVEY
Mr. Kennedy provided information on the 2025 Resident Survey.
The Commission discussed the information that was presented.
  
 
6.
STAFF UPDATES
Mr. Padia reviewed and discussed volunteer opportunities that the Commissioners can participate in.
Mr. Kennedy mentioned that the July meeting is vacated.
Staff provided copies of the National Park and Recreation Month Calendar, Dot Polling Exercise Handouts
and the Heat Relief Flyer.
 
a.
This report allows the Staff of Parks and Recreation Department to update the Commission. The Commission is
prohibited from discussing or acting on any of the items presented by the Staff since they are not itemized on the
Parks and Recreation Advisory Commission Agenda.
 
7.
COMMISSION COMMENTS AND SUGGESTIONS
Vice Chair Zomock asked to see projects that are open and a ranking at the August Commission meeting.
Mr. Kennedy responded that those items will be presented at the August Commission meeting.
 
8.
NEXT MEETING
The next regular meeting of the Parks and Recreation Advisory Commission will be held on August 11, 2025, at 5:30
p.m., at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301.
