DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION Transportation Department Office 6210 W Myrtle Ave Building A, Suite 111/112 Glendale, Arizona 85301 JUNE 5, 2025 6:00P.M. 1. CALL TO ORDER Chair Roberts called the meeting to order at 6:03 p.m. 2. ROLL CALL Present: Tiana Roberts, Chair Tanja Shineman, Vice Chair Sid Andress, Commissioner Norma Cuevas, Commissioner Bobby Erdmann, Commissioner Absent: Kevin Dang, Commissionor Also Present: Purab Adabala, Transportation Deputy Director Marilu Garcia Ramirez, Senior Transportation Planner Stephen Poupart, Transportation Planner Russ Romney, Deputy City Attorney Patrick Sage, Transportation Planning Administrator 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES A motion was made by Chair Roberts and seconded by Commissioner Erdman to approve the agenda for the June 5th, 2025 Citizens Transportation Oversight Commission meeting. AYE: Chair Tiana Roberts Vice Chair Tanja Shineman Commissioner Sid Andress Commissioner Norma Cuevas Commissioner Bobby Erdmann Passed 4. APPROVAL OF THE MINUTES A motion was made by Commissioner Shineman and seconded by Commissioner Roberts to approve the minutes from the March 6, 2025 Citizens Transportation Oversight Commission meeting. AYE: Chair Tiana Roberts Vice Chair Tanja Shineman Commissioner Sid Andress Commissioner Norma Cuevas Commissioner Bobby Erdmann Passed 5. CITIZEN COMMENTS No members of the public were present. 6. CTOC POWERS AND DUTIES Mr. Romney provided an overview of CTOC powers and duties. The commission discussed this information. 7. OPEN MEETING REQUIREMENTS Mr. Romney, presented on Arizona's Open Meeting requirements. 8. * DRAFT 10-YEAR TRANSPORTATION PROGRAM FY2026-2035 Ms. Garcia Ramirez presented the draft 10-year Transportation Program for FY2026-FY2035. The Commission requested two minor changes to the report. A motion was made by Commissioner Andress, seconded by Commissioner Erdmann, to approve the 10-Year Transportation Program FY2026-2035 to City Council with changes as recommended. DEPUTY DIRECTOR REPORT Mr. Adabala updated the Commission on the following topics: New Transportation Director 67th Ave: Greenway Rd to Bell Rd completed MAG Competitive Federal Funding Safety Action Plan/ Vision Zero Long Range Transportation Plan Active Transportation Plan & ADA Infrastructure Plan 10. COMMISSIONER UPDATES No commissioner updates. 11. FUTURE AGENDA ITEMS Commissioners requested information on the following Glendale projects: 75th Avenue - Beardsley Road to Deer Valley Road; 67th Avenue - Beardsley Road to Deer Valley Road; 67th Avenue - Deer Valley Road to Pinnacle Peak Road; and 83rd Avenue - Glendale Avenue to Northern Avenue. Commissioners also requested traffic information for the 91st Avenue/Northern Avenue intersection. 12. NEXT MEETING The commission elected to vacate the July 3rd regular meeting of the CTOC. The next regular meeting of the Citizens Transportation Oversight Commission is scheduled for August 7th, 2025 at 6:00 p.m. 13. ADJOURNMENT The meeting was adjourned at 7:47 PM.
