D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL POLICE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 JANUARY 22, 2025 9:30 A.M. 1. CALL TO ORDER A JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS Chair Charles Erickson called the meeting to order at 9:30 a.m. 2. ROLL CALL FOR THE JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS Present: Charles Erickson, Chair Jerry Weiers, Mayor Kyle Borg, Board Member Mitchell Ervin, Board Member Absent: Justin Harris, Board Member Anthony Love, Board Member Kevin Phelps, Board Member Also Present: Jim Brown, Human Resources Director Vicki Moss, Assistant Human Resources Director Mike Hamblin, Assistant City Attorney Gary Benson, Assistant Fire Chief Dolly Alexander, Benefits Manager Charlotte Beadles, Benefits Analyst Erik Elias, Management Analyst Joshua Moore, Fire Captain Brent Durham, Police Officer Attendees: D. Clark Partridge, Presenter 3. CITIZEN COMMENTS No citizens were present. 4. NEW BUSINESS The Board introduced new Fire Board Member Joshua Moore, who was sworn in by City Council at the January 28, 2025 council meeting, and new Police Board Member Brent Durham, who was sworn in by City Council at the January 14, 2025 council meeting. Mayor Jerry Weiers acknowledged his designation of Board Chair to Board Member Charles Erickson. 5. REVIEW OF THE JUNE 30, 2024 ANNUAL ACTUARIAL VALUATION OF MEMBERS FOR GLENDALE FIRE AND POLICE COVERED BY THE PSPRS D. Clark Partridge, Senior Executive Consultant, from PSPRS led a discussion with the board and provided the annual actuarial data. No action was taken. 6. ANNUAL OPEN MEETING LAW TRAINING Mike Hamblin, Assistant City Attorney, presented the annual Arizona Open Meeting Law training. The training included key requirements, compliance of obligations for public bodies, and recent updates to the law. Members were given the opportunity to ask questions and discuss application of the law to board meetings. No action was taken. 7. PRESENTATION OF ELECTRONIC MEETING DOCUMENTS AND VIRTUAL MEETINGS Erik Elias, HR Management Analyst, presented the option of transitioning from hard binders and in-person meetings to electronic materials and virtual meetings for future sessions. Board members discussed the proposal, and the consensus was to continue with hard copy binders and in-person meetings at this time. 8. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Fire Board and Local Police Board, the Boards may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session at 10:38 a.m. All attendees that were not Board members or supporting staff exited the room prior to the start of the Executive Session. Motioned by Board Member Mitchell Ervin, seconded by Board Member Kyle Borg AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Kyle Borg Board Member Mitchell Ervin Passed A. The Joint Board was advised that the current contract for the independent legal representative is nearing expiration. The Board then discussed the independent legal representative. B. Charlotte Beadles, Benefit Analyst, discussed with the Board the changes to the City of Glendale and PSPRS retirement and DROP processes. Per the discussion, it was determined to keep the process as is. 9. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN JOINT SESSION The Board voted to adjourn Executive Session at 10:49 a.m. and reconvened in open session. Attendees who had exited the conference room were invited back in. DIRECTION ON EXECUTIVE SESSION ITEMS The Board voted to retain the services of the independent legal representative and to enter into a new five-year contract. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 13.
