D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL POLICE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 AUGUST 27, 2025 9:30 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 10:01 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Brent Durham, Board Member Mitchell Ervin, Board Member Absent: Rick St. John, Board Member Also Present: Vicki Moss, Assistant Human Resources Director Cindy Kelley, Board Attorney Jim Gruber, Chief Deputy City Attorney Dolly Alexander, Benefits Manager Charlotte Beadles, Benefits Analyst 3. CITIZEN COMMENTS No citizens were present. 4. APPROVAL OF THE MINUTES A. Public Safety Personnel Retirement System - Local Police Board Minutes of June 25, 2025. The Board voted to approve the Public Safety Personnel Retirement System - Local Police Board minutes of June 25, 2025. Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Passed 5. NEW BUSINESS The consensus of the Board was to approve the re-employment of retired Police Officer Thomas Sye into a non-PSPRS position of Police Marketing Specialist for the city. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session at 10:04 a.m. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive Session. Motioned by Board Member Brent Durham, seconded by Board Member Mitchell Ervin AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Passed A. The Board reviewed the Medical Evaluation for one (1) new City of Glendale Police Personnel: Gabriel Escobedo 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION The Board voted to adjourn Executive Session at 10:07 a.m. and reconvened in open session. Attendees who had exited the conference room were invited back in. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS A. The Board voted to approve the re-employment of Thomas Sye into an ASRS position for the city. Admission of one (1) new Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions on the Pre-Existing Conditions Report: Gabriel Escobedo The Board voted to approve the admission of one (1) new City of Glendale Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions noted on the Pre-Existing Conditions Report: Gabriel Escobedo Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on September 24, 2025, at 9:30 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC) 1st Floor Conference Room 130, located at 11550 W. Glendale Ave., Glendale, Arizona, 85307. 11.
