a.
* Family Self-Sufficiency (FSS) Update 
Ms. Mofford provided a background of the Family Self-Sufficiency (FSS) Program. She
explained the program is designed for Housing Choice Voucher (HCV) clients to help them
achieve economic independence through individualized coaching and structured planning.
While in the program, the participants work toward personal and financial goals while building
assets through escrow savings accounts. 
Two of the participants of this program attended the CDAC meeting to share their success
stories with the Committee. They both thanked the City of Glendale and also their Family
Self-Sufficiency (FSS) coach, Alma Coralles, for her support in the process. 
Shaykeeyia Morgan shared her experience through the program's coaching resources, she
was able to save $8,000 for a down payment and received $32,000 from the WISH program,
enabling her to purchase a $320,000 home in Maricopa.
Jose Quevedo also shared his success story with the Committee. He highlighted his
experience in the Family Self-Sufficiency (FSS) Program and his accomplishment in
purchasing a home in the City of Glendale.
Chair Baker offered her praise and thanked both participants for setting an example and
coming to share their story.
Commissioner Fifer and Commissioner Flores thanked the participants for sharing their story
with the committee.

Community Services Financial Update 
Ms. DiLeo provided a financial update for FY24-25. She discussed Community Planning and
Development Programs, Housing Programs, Community Action Program and other Human
Services Funding Sources. Ms. DiLeo explained that most funding is received through the
entitlement grant process; however the City also received special allocations, such as
Arizona's Opioid Settlement, Veteran's Community Project, Heat Relief and all funding is
subject to strict compliance requirements to to ensure timely expenditure, program
effectiveness and avoidance of recapture. The purpose of the update is to ensure federal
compliance and stewardship. These grant funding amounts are part of the City's larger
financial reporting responsibilities and will be included in the Annual Comprehensive Financial
Report (ACFR).
Overall, across all programs: (estimates) 
Carryover from FY2024-2025: $16.71 million
New Funding Received: $22.88 million
Program Income: $45,000
Total spent: $23.66 million
Carry over to FY2025-2026: $15.97 million

7.
DIRECTOR'S REPORT
Mr. Hess shared that, as of August 21, 2025, the Community Services Department had
celebrated one year of operating out of the System of Care Center (SoCC). He also spoke
about working towards creating a Workforce Development Strategy and partnering with
Goodwill Industries through an application called My Career Advisor, a free online tool that
allows residents to make a resume and conduct job searches. He concluded his remarks by
announcing a new member of the Community Services team, Ryan Hendrix, who is the new
Peer Navigator and is managing the Hope Line.

NEXT MEETING
The next regular meeting of the Community Development Advisory Committee will be held on
September 18, 2025, at 5:30 p.m., in the Sapphire Room of the Glendale Civic Center,
located at 5750 W. Glenn Dr., Glendale, Arizona, 85301.

Chair Baker adjourned the meeting at 6:07 p.m.
 
The Community Development Advisory Committee meeting minutes of August 21, 2025 were submitted
and approved this 18th day of September, 2025.
