D R A F T MINUTES AVIATION ADVISORY COMMISSION GLENDALE MUNICIPAL AIRPORT 6801 N. GLEN HARBOR BLVD. GLENDALE, ARIZONA 85307 AIRPORT CONFERENCE ROOM JUNE 18, 2025 6:00 P.M. 1. CALL TO ORDER The Aviation Advisory Commission meeting was called to order at 6:09 p.m. 2. ROLL CALL Present: Chair Bud Zomok Commissioner Joshua Haislip Commissioner Quentin Tolby Commissioner Brett Grove Absent: Vice Chair Michael Portik Commissioner Bill Eikost Commissioner Larry Rovey Also Present: Matt Smith, Airport Administrator Ryan Lee, Transportation Director Attendees: John Padilla, Luke Air Force Base 3. CITIZEN COMMENTS There were no citizen comments. 4. APPROVAL OF THE MINUTES Approval of the Aviation Advisory Commission Minutes of May 21, 2025 Motioned by Commissioner Brett Grove, seconded by Commissioner Joshua Haislip AYE: Chair Bud Zomok Commissioner Joshua Haislip Commissioner Quentin Tolby Commissioner Brett Grove Other: Vice Chair Michael Portik (ABSENT) Commissioner Bill Eikost (ABSENT) Commissioner Larry Rovey (ABSENT) Passed 5. AIRPORT BUSINESS Presented by Matt Smith, Airport Administrator The new Transportation Director, Ryan Lee, introduced himself to the commission. He has been with the city since 2015; two years with Council, and eight years with Governmental Relations. He has worked with the FAA, ADOT, and MAG. He supports the Master Plan and Eastside Development. He also understands the importance ot maintaining the westside of the airport. 1. The airport rates and fees analysis done in October 2022 was given to the Commissioners. Ten airports were compared. Commissioners will review the material and revisit it during the next meeting. 2. Operational and financial reports were presented. Operational numbers to include the month of April 2025 were available. Matt will investigate why April 2025 operations were less than April 2024. 3. There are fewer noise complaints as a plan was discussed with the manager of Mesa Pilot Development. 4. The airport has had growth since 2021 and is on track to have the best year for operations. 5. 6. STAFF REPORTS Presented by Matt Smith, Airport Administrator Glendale Regional Airport is waiting for the FAA airfield lighting and signage design grant. 1. The Master Plan grant is moving forward. 2. The Capital Improvement Plan meeting with the FAA and ADOT will take place on June 25, 2025. 3. The runway overlay construction project was delayed by the contractor to the end of August 2025. 4. The south end pavement conservation project will begin today, June 18, 2025. 5. 7. LUKE AIR FORCE BASE OPERATIONS The Luke Days Air Show will take place March 21-22, 2026. 1. There are still about 130 F35's at Luke. 2. 8. COMMISSION COMMENTS AND SUGGESTIONS There were no comments or questions. 9. FUTURE AGENDA ITEMS Commissioners would like to revisit the airport rates and fees after they have reviewed the October 2022 Rate and Fee Analysis prepared by Geneis Consulting Group. 10. NEXT MEETING Vacate the next regular meeting of the Aviation Advisory Commission to be held on July 16, 2025, at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307.
