DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION Transportation Department Office 6210 W. Myrtle Avenue Building A, Suite 111/112 Glendale, Arizona 85301 AUGUST 7, 2025 6:00 p.m. 1. CALL TO ORDER Chair Roberts called the meeting to order at 6:00 p.m. 2. ROLL CALL Present: Tiana Roberts, Chair Sid Andress, Commissionor Norma Cuevas, Commissioner Kevin Dang, Commissioner Bobby Erdmann, Commissioner Absent: Tanja Shineman, Vice Chair Attendees: Purab Adabala, Transportation Director Patrick Sage, Transportation Planning Administrator Russ Romney, Deputy City Attorney Javier Gurrola, Principal Engineer of Pavement Management Program Stephen Poupart, Transportation Planner 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES A motion was made by Commissioner Andress and seconded by Commissioner Erdman to approve the agenda for the August 7th, 2025 Citizens Transportation Oversight Commission meeting. Motioned by Commissionor Sid Andress, seconded by Commissioner Bobby Erdmann AYE: Chair Tiana Roberts Commissionor Sid Andress Commissioner Norma Cuevas Commissioner Kevin Dang Commissioner Bobby Erdmann Passed 4. APPROVAL OF THE MINUTES A motion was made by Commissioner Andress and seconded by Chair Roberts to approve the minutes from the June 5th, 2025 Citizens Transportation Oversight Commission meeting. Motioned by Commissionor Sid Andress, seconded by Chair Tiana Roberts AYE: Chair Tiana Roberts Commissioner Norma Cuevas Commissioner Kevin Dang Commissionor Sid Andress Commissioner Bobby Erdmann Passed 5. CITIZEN COMMENTS No members of the public provided comments. 6. PROJECT UPDATES - 67th AVENUE Mr. Adabala and Mr. Gurrola updated the commission on two projects located on 67th Avenue north of SR101L. Commissioners discussed these projects and requested additional information from staff regarding project cost estimates and adjacent jurisdiction facilities. 7. PROJECT UPDATE - 75TH AVENUE: BEARDSLEY ROAD TO DEER VALLEY ROAD Mr. Gurrola updated the commission on this project. Commissioners discussed the information. 8. NORTHERN PARKWAY - 91ST AVENUE AND NORTHERN AVENUE Mr. Adabala, Director, provided information regarding this regional project. Information and discussion. 9. MANAGER'S REPORT Mr. Sage updated the commission on the following topics: Alive at 25 Kicking off for 2025-2026 Mountain Ridge Bike & Pedestrian Safety Session Long Range Transportation Plan Safety Action Plan/Vision Zero Plan New Transportation Director 10. COMMISSIONER UPDATES No commissioner updates were provided. 11. FUTURE AGENDA ITEMS Commissioners requested agenda items for the following topics: school zone safety and an update on the Glendale Transportation Sales Tax audit process. 12. NEXT MEETING Commissioners elected to reschedule the September CTOC meeting due to the Labor Day holiday. Therefore, the next regular meeting of the Citizens Transportation Oversight Commission will be held on September 11th at 6:00 p.m. 13.
