D R A F T MINUTES PARKS AND RECREATION ADVISORY COMMISSION GLENDALE CIVIC CENTER 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 AUGUST 11, 2025 5:30P.M. Parks and Recreation Mission Statement A partnership of employees and community working together to create a better quality of life for Glendale through the provision of excellent parks, recreational programming, special events, tourism, and neighborhood and community facilities. 1. CALL TO ORDER Chair Johnson called the meeting to order at 5:30 p.m. 2. ROLL CALL *Introduction of new Commissioner. **Remove the Introduction of the new Commissioner. Chair Johnson conducted a roll call. Present: Helena Johnson, Chair Bud Zomok, Vice Chair Lynda Martinez, Commissioner Kathryn Mawby, Commissioner Jaclyn Nguyen, Teen Commissioner Absent: Gilbert Longoria, Commissioner Marie Nesfield, Commissioner Georgette Berry, Commissioner Also Present: John Kennedy, Director Mike Keane, Assistant Director Heidi Barriga, Deputy Director Diane Williams, Program Manager Attendees: Joanne Henning, Sahuaro District Resident Cory Robinett, Ocotillo District Resident 3. CITIZEN COMMENTS Joanne Henning, a citizen of the Sahuaro District, wanted to thank the Parks and Recreation staff for the work done at Chaparral Park. 4. APPROVAL OF THE MINUTES. Chair Johnson asked for a motion to approve the minutes a. Parks and Recreation Advisory Commission Minutes of June 9, 2025. Motioned by Vice Chair Bud Zomok, seconded by Commissioner Lynda Martinez to approve the minutes as written. ANNOUNCEMENT OF NEW STAFF 6. NEW BUSINESS a. INFORMATION: COMMISSION REPORTS The Parks and Recreation Advisory Commission members will report on items related to their Commission Goals. b. INFORMATION: FEASIBILITY OF BMX AT SKUNK CREEK AREA Mr. Keane provided information regarding the feasibility of constructing a BMX facility at Skunk Creek. The Commission discussed the information that was presented. Cory Robinett, a citizen of the Ocotillo District, agreed that Skunk Creek is not a good location for a BMX park due to the periodic flooding that occurs there. He expressed concern that the X-Court at Heroes Park will be closed for the next couple of months due to lighting repairs. He also mentioned the abandoned building should be used for after-school kids' activities, lessons, and/or possibly a bike shop to create more draw to the area. He also commented rules at Foothills skate park cause division among the community of skate park users. Commissioner Zomok asked if the reason Foothills cannot be used for bikes is due to the City being liable. Additionally, the equipment was not designed for bikes. Mr. Kennedy confirmed the liability issue for the City and mentioned a next year bond topic is for the creation of a BMX park at Foothills. c. INFORMATION: PARK AND RIDE SHADE AT FOOTHILLS RECREATION AND AQUATICS CENTER Mr. Keane provided information on the construction of a shade structure over the Park and Ride parking at Foothills Recreation and Aquatics Center. d. INFORMATION: UPDATE ON ACTIVITIES FROM NATIONAL PARK AND RECREATION MONTH Ms. Barriga provided a recap on activities for National Park and Recreation Month. e. INFORMATION: 10-YEAR PLAN FOR PARKS AND RECREATION CAPITAL IMPROVEMENT PROJECTS Mr. Kennedy provided information on the 10-Year Capital Improvement Plan (CIP) for Parks and Recreation. Mr. Kennedy mentioned that he would like the Commission to review the Plan to provide feedback at next month's meeting. The Commission discussed the information that was presented. 7. STAFF UPDATES Mr. Keane reviewed and discussed volunteer opportunities that the Commissioners can participate in. Mr. Kennedy discussed the Resident Survey, where Glendale residents share feedback on the City's services. Mr. Keane discussed the accreditation that the three community centers received from the Arizona Center for Afterschool Excellence to Pathway. Staff provided copies of Glendale @ Play magazine and the Parks and Recreation 10-year CIP budget for FY2026. a. This report allows the Staff of Parks & Recreation Department to update the Commission. The Commission is prohibited from discussing or acting on any of the items presented by the Staff since they are not itemized on the Parks & Recreation Advisory Commission Agenda. 8. COMMISSION COMMENTS AND SUGGESTIONS Commissioner Zomok was frustrated that the Council did not select the Commission's suggestion for the Murphy Park design. He expressed concern that the green spaces shown on the map during the Murphy Park presentation would consist more of landscaping than grass. It was presented that 80% of the area represented grass. Commissioner Martinez asked when the lighting in Murphy Park would be fixed. Mr. Kennedy responded that the lighting is part of the Murphy Park and Downtown Campus Reinvestment Project. Teen Commissioner Nguyen asked why iron/metal benches were chosen instead of a different material at Murphy Park, considering they would become very hot. Mr. Kennedy stated he would ask the designers about the benches. Chair Johnson stated her understanding of the difference between Concept B and Concept C was the shade gazebo and canopy in Concept C. She asked for more details about the plans and not a bird's-eye view. Mr. Kennedy mentioned that he would share this information with the project team. 9. NEXT MEETING The next regular meeting of the Parks and Recreation Advisory Commission will be held on September 8, 2025, at 5:30 p.m., at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10.
