D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL FIRE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 AUGUST 27, 2025 9:30 A.M. 1. CALL TO ORDER THE LOCAL FIRE BOARD Chair Charles Erickson called the meeting to order at 9:33 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Joshua Moore, Board Member Absent: Kyle Borg, Board Member Rick St. John, Board Member Also Present: Vicki Moss, Assistant Human Resources Director Cindy Kelley, Board Attorney Jim Gruber, Chief Deputy City Attorney Gary Benson, Assistant Fire Chief Dolly Alexander, Benefits Manager Charlotte Beadles, Benefits Analyst Mitchell Ervin, Police Officer Brent Durham, Police Officer 3. CITIZEN COMMENTS No citizens were present. 4. APPROVAL OF THE MINUTES A. Public Safety Personnel Retirement System - Local Fire Board Minutes of June 25, 2025. The Board voted to approve the Public Safety Personnel Retirement System - Local Fire Board minutes of June 25, 2025. Motioned by Mayor Jerry Weiers, seconded by Board Member Joshua Moore AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Joshua Moore Passed 5. NEW BUSINESS The consensus of the Board was to approve the re-employment of retired Fire Captain Jeremie Krossman into a non-PSPRS position of Fire Inspector for the city. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session at 9:37 a.m. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive Session. The Board reviewed and discussed personnel matters in consultation with the Board's attorney. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION The Board voted to adjourn Executive Session at 9:54 a.m. and reconvened in open session. Attendees who had exited the conference room were invited back in. CONSIDERATION AND POSSIBLE ACTION ON BOARD ITEMS A. Consideration and possible action on Application for Line of Duty Death Survivor Benefits submitted by Michele Sine, surviving spouse of deceased Glendale Fire Fighter Max Sine. The Board voted to accept the application for Line of Duty Death Survivor Benefits submitted by Michele Sine, and send the medical documentation to an Independent Medical Examiner to determine if it was a line of duty death. Motioned by Board Member Joshua Moore, seconded by Mayor Jerry Weiers AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Joshua Moore Passed B. Consideration and possible action on the Accidental Disability Retirement and medical records submitted for Fire Engineer Alexandria Matthews. The Board voted to accept the application for Accidental Disability Retirement submitted by Fire Engineer Alexandria Matthews, and send the applicant for an Independent Medical Examination. Motioned by Board Member Joshua Moore, seconded by Chair Charles Erickson AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Joshua Moore Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Fire Board will be held on September 24, 2025, at 9:30 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC) 1st Floor Conference Room 130, located at 11550 W. Glendale Ave., Glendale, Arizona, 85307. 11.
