D R A F T MINUTES ARTS COMMISSION Vault Conference Room at Civic Center Annex 5752 W. Glenn Drive, Glendale AZ 85301 August 19, 2025 6:00 P.M. 1. CALL TO ORDER Chair James Smith called the meeting to order at 6:09 PM 2. ROLL CALL Present: James Smith, Chair Lizbeth Feria, Commissioner Anne Marie Chaney, Commissioner Derrell Barber, Commissioner Absent: Nancy Lenox, Vice-Chair Elizabeth Medina, Commissioner Also Present: Chris Taylor, Administrator, Arts & Culture 3. CITIZEN COMMENTS None 4. APPROVAL OF THE MINUTES a. Action: Arts Commission Minutes of June 17, 2025. MOTION: To approve the Arts Commission minutes of June 17, 2025 Motioned by Commissioner Derrell Barber, seconded by Commissioner Lizbeth Feria. AYE: James Smith, Chair Lizbeth Feria, Commissioner Anne Marie Chaney, Commissioner Derrell Barber, Commissioner Other: Nancy Lenox, Vice-Chair (ABSENT) Elizabeth Medina, Commissioner (ABSENT) Passed 5. NEW BUSINESS a. Action: Recommendation of Finalist (including finalist concept) and alternate for the not-to-exceed $600,000 Downtown Campus Reinvestment Project Southern Art Wall. Chris Taylor briefed the Commission on the entire scope of the process for the Art Wall, beginning in October of 2024, to the present day. Chris Taylor shared the finalist and alternate designs, and strategies that went into the selection process. Motioned by Commissioner Lizbeth Feria, seconded by Commissioner Derrell Barber to approve Cliff Garten Studios as the finalist, and Colors and Shapes as the alternate, for the Downtown Campus Reinvestment Project Southern Art Wall. AYE: James Smith, Chair Lizbeth Feria, Commissioner Anne Marie Chaney, Commissioner Derrell Barber, Commissioner Other: Nancy Lenox, Vice-Chair (ABSENT) Elizabeth Medina, Commissioner (ABSENT) Passed b. Information: Update on the Downtown Historical Mural Campaign Project Chris Taylor presented concept renderings for two murals to be fabricated in Downtown Glendale, in keeping with the Downtown Historical Mural Campaign Project. The Commission selected specific concepts to begin fabrication. c. Information: Update on Fire Station 153 Art Project Chris Taylor updated the Commission on a recent request from the City of Glendale Fire Department for an art project to be fabricated at the recently completed Raise-And -Rebuild Fire Station 153 project. Discussions included a not-to-exceed cost of 1% of the Capital Improvement Project, and strategies for artist calls. d. Information: Update on Glendale Civic Center Beautification Request Chris Taylor updated the Commission on a request for a beautification project at the main foyer of the Glendale Civic Center. The Commission responded favorably to consider using Municipal Art Funds for concepts and ideas to upgrade the area. 6. STAFF REPORTS Chris Taylor updated the Commission on the current timeline for the Arts and Culture Coordinator position. 7. COMMISSION COMMENTS Commissioner Anne Marie Chaney requested information about an Artist-in-Residency space that may have been secured in 2023. Chris Taylor will investigate and update the Commission at the September 16, 2025 Arts Commission meeting. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be on Tuesday, September 16, 2025 at 6:00 PM in Room LMC-138 at the Glendale Community College Main Library, 6000 West Olive Avenue, Glendale AZ 85302. 9.
