D R A F T MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMITTEE SAPPHIRE ROOM GLENDALE CIVIC CENTER 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 SEPTEMBER 18, 2025 5:30 P.M. 1. CALL TO ORDER Commissioner Hackenberg called the meeting to order at 5:37. 2. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Community Development Advisory Committee Minutes of August 21, 2025. For review and approval. OLD BUSINESS None. 6. NEW BUSINESS a. FY 2024-25 HUD Consolidated Annual Performance and Evaluation Report (CAPER) Ms. DiLeo discussed the FY2024-25 HUD Consolidated Annual Performance and Evaluation Report (CAPER). As a recipient of federal funds from the US Department of Housing and Urban Development (HUD), the City must prepare and submit an annual report showing the City’s accomplishments and expenditures related to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), Home Investment Partnerships Program (HOME) and Neighborhood Stabilization Program (NSP) funding that the City receives. These funds benefit City residents and businesses in several ways, including assistance to owners for repairs to their homes, infrastructure improvements in the City’s low- and moderate-income neighborhoods, demolition of unsafe structures, programs that benefit the homeless and other vulnerable groups, acquisition of land for new affordable housing development, and assistance to renters to remain in their homes, among others. All activities that receive funding allocations during the Annual Action Plan process each year must advance one or more of the following goals in the City’s approved FY 2020-24 Consolidated Plan: GOAL 1: Promote Access to Decent Affordable Housing GOAL 2: Increase Access to Homeless Services/Housing GOAL 3: Increase Access to Public Services for Vulnerable Populations GOAL 4: Provide Educational Programs and Business Assistance GOAL 5: Enhance Livability of Neighborhoods GOAL 6: Affirmatively Further Fair Housing Regulations She also notified the committee that a draft of the FY2024-25 CAPER is available for review and comment on the City of Glendale website and copies to view are available at the City's library branches and the System of Care Center (SoCC). The public comment period runs through September 19th 2025. Commissioner Carbello stated that she was unsure where to make a public comment on the CAPER due to the many tabs in the document and she asked for clarification on where to leave comments. Ms. DiLeo stated that the link is on the Community Services Home Page under Revitalization. She also stated that she would email her the link directly. Commissioner Flores inquired about the City-Wide Fair Housing enforcement events and whether the public could bring issues or problems directly to the Community Services Department. Ms. DiLeo responded that they would need to take the issues to the Southwest Fair Housing Council because it has the capability to investigate the concerns and provide guidance to the public. b. Peer Navigator Program Ms. DiLeo explained that with the closure of the Norton Ramsey Empowerment Center (NREC), previously operated by CASS to support Glendale’s unhoused residents, the City recognized the need to maintain direct assistance for individuals experiencing homelessness who require help navigating services and housing resources. To fill this gap, the City created a Peer Navigator position within the Human Services Grants Division. Ryan Hendrix joined the City on July 8, 2025, as Glendale’s Peer Navigator. Since that time, he has developed the program framework, implemented a data tracking system, and created a comprehensive resource guide for residents and service partners. He has also established strong working relationships with community providers and the City’s Misdemeanor Repeat Offender Program (MROP) team to strengthen coordination and improve service connections. In addition, the City rolled out the HOPE Line, which has begun receiving calls and providing referrals to connect residents with housing and supportive services. Through these efforts, Ryan serves as a trusted point of contact, helping individuals experiencing homelessness overcome barriers and move toward stability. Commissioner Carbello thanked Ryan for taking the potion of Peer Navigator and congratulated him on his recovery and she asked how the program was funded. Ms. DiLeo stated the program is funded through the HOME-ARP funds. Commissioner Carbello also asked if the program was going to supplement in other areas because the Norton Ramsey Center provided many services. Ms. DiLeo responded that Mr. Hendrix could refer the clients to all the services previously provided. We are still utilizing our sub-recipients and our in house programs for the clients' needs. She further explained that this is a pilot program, and they are using this opportunity to track the community's needs. As more data becomes available, the program could expand. Commissioner Carbello asked how Mr. Hendrix works with the Police Repeat Offender Program. Mr. Hendrix explained that he rides along with them for outreach because one of the program's tasks is working with the homeless population. Commissioner Flores praised Mr. Hendrix for overcoming his substance abuse and using his experiences to help others. She asked how the success of the program would be measured. Mr. Hendrix explained that each case is tracked and he follows up with the clients and they follow up with him as well. Commissioner Hackenberg asked if the Hope Line was available on the weekend. Ms. DiLeo explained that the line is open Monday through Friday, 8:00 a.m. to 4:30 p.m. Dialing 211 would also be a resource that could be utilized. 8. DIRECTOR'S REPORT Director Hall thanked Mr. Hess, Ms. DiLeo and Mr. Hendrix for their presentation on the Peer Navigator Program. She also announced upcoming events in the City of Glendale. 9. COMMITTEE MEMBER COMMENTS AND SUGGESTIONS Commissioner Carbello inquired about the diversion program that used to be under Judge Finn and if she could get an update in the future. She also inquired about President Trump's executive order on homelessness and whether the city will be affected. 10. NEXT MEETING The next regular meeting of the Community Development Advisory Committee will be held on October 16th at 5:30 p.m., in the Sapphire Room of the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 11.
