D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL POLICE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 OCTOBER 22, 2025 9:30 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Mayor Jerry Weiers called the meeting to order at 9:47 a.m. 2. ROLL CALL Present: Jerry Weiers, Mayor Brent Durham, Board Member Mitchell Ervin, Board Member Rick St. John, Interim Board Member Absent: Charles Erickson, Chair Also Present: Jim Brown, Human Resources Director Jim Gruber, Chief Deputy City Attorney Cindy Kelley, Board Attorney Dolly Alexander, Benefits Manager Charlotte Beadles, Benefits Analyst Erik Elias, Management Analyst 3. CITIZEN COMMENTS No citizens were present. 4. APPROVAL OF THE MINUTES Motioned by Interim Board Member Rick St. John, seconded by Board Member Mitchell Ervin to approve the Public Safety Personnel Retirement System - Local Police Board minutes of September 24, 2025. AYE: Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Interim Board Member Rick St. John Passed 5. NEW BUSINESS There was no new business. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the city's attorneys (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session at 9:48 a.m. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive Session. Motion by Interim Board Member Rock St. John, seconded by Board Member Mitchell Ervin AYE: Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Interim Board Member Rick St. John Passed The Board reviewed and discussed personnel matters in consultation with the Board's attorney. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION The Board voted to adjourn Executive Session at 10:14 a.m. and reconvened in Open Session. Attendees who had exited the conference room were invited back in. CONSIDERATION AND POSSIBLE ACTION ON BOARD ITEMS A. The Board voted to approve the admission of six (6) new Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions on the Pre-Existing Conditions Report: Benjamin Cartwright Joseph Hawkins Kelvin Miguel Angel Moctezuma Cody Varilek Brian Velasquez Motioned by Board Member Mitchell Ervin, seconded by Interim Board Member Rick St. John AYE: Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Interim Board Member Rick St. John Passed B. The Board voted to approve the admission of one (1) new Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions, provided that the Pre-Existing Conditions Report is updated to reflect the conditions listed on the AZ POST Medical History Questionnaire: Ebony Ellis Motioned by Board Member Mitchell Ervin, seconded by Interim Board Member Rick St. John AYE: Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Interim Board Member Rick St. John Passed C. The Board voted to approve the admission of two (2) Lateral Transfers to the City of Glendale Police Department with any pre-existing conditions on the Pre-Existing Conditions Report: Patrick Collins Dawson Landers Motioned by Board Member Mitchell Ervin, seconded by Interim Board Member Rick St. John AYE: Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Interim Board Member Rick St. John Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on November 19, 2025, at 9:30 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC), in the 1st Floor Conference Room 103, located at 11550 W. Glendale Ave., Glendale, Arizona, 85307. 11.
