a.
Community Services Department Financial Update 
Ms. Schreiber explained that the City of Glendale administers multiple federally and
state-funded programs through the U.S. Department of Housing and Urban Development
(HUD), the Arizona Department of Housing (ADOH), the Department of Economic Security
(DES), and other funding sources. These programs provide critical housing, community
development, and human services resources to low- and moderate-income residents. Most
funding is received through the entitlement grant process. However, the City has also
received special allocations, such as funds from Arizona’s Opioid Settlement. All funding is
subject to strict compliance requirements to ensure timely expenditure, program
effectiveness, and avoidance of recapture.
Overall, across all programs below is the state of the current funding, not including libraries: 
Carryover from FY 2024–2025:                 $15.9 million
New Funding Received:                             $13.0 million

Total Spent:                                                  $6.7 million
Remaining Balance:                                    $22.67 million
The Committee discussed the report focusing on the Neighborhood Stabilization Plan (NSP)
funding, Veterans Community Project (VCP) and the Opioid funding.

Glendale Community Action Program FY25 Year-End Client Satisfaction Survey Review &
Programmatic Update
Ms. Schulte explained that the Glendale Community Action Program (CAP) provides financial
assistance to income-eligible residents of Glendale who are experiencing a temporary crisis
that impacts their ability to pay housing or utility costs. The Community Action Program
(CAP) is held to performance standards established by the Department of Economic Security
(DES) called Organizational Standards. The purpose of the Organizational Standards is to
ensure that all agencies have appropriate organizational capacity, in both critical financial and

administrative areas, as well as areas of priority to the mission of the Community Action
Network. The programmatic updates satisfy Organizational Standard 1.3, which requires the
Community Action Agency (Glendale CAP) to develop a systematic approach for collecting,
analyzing, and reporting customer satisfaction data to the tripartite advisory board, and
Organizational Standard 5.9, which requires regular programmatic updates to the board. The
survey results were shared from 80 respondents to the CAP satisfaction survey for services
provided from July 1, 2024, to June 30, 2025, as well as an update on the FY2025-2026
budget for rental and utility voucher assistance.

Commissioner Vargas commented that he would like to see benchmarks from other cities
and also more data about the clients, including zip codes, education levels, employment
status, and language spoken.

FY 2025-26 CDAC Chair and Vice Chair Recommendations 
The CDAC committee discussed Chair and Vice Chair recommendations for 2026.
The committee recommended Chair Lisa Baker to serve as Chair and Commissioner
Theodora Hackenberg to serve as Vice-Chair for 2026.

7.
DIRECTOR'S REPORT
Mr. Hess provided the Director's report. He stated that during the preceding federal
government shutdown, the City had been working closely with the Glendale Education
School District (GESD) and community partners to distribute information and food to those in
need and that all Supplemental Nutritional Assistance Program (SNAP) benefits had been
reinstated. He also reported that a Workforce Development Strategy is being developed in
Community Services and a draft of that plan will be shared in the next few months. 
 
8.
COMMITTEE MEMBER COMMENTS AND SUGGESTIONS
Commissioner Vargas requested information about the Neighborhood Stabilization Program
(NSP).
Commissioner Carbello inquired about the Continuum of Care (COC) grant and whether the
city planned to apply for it. She also thanked Vice Chair Gallegos for serving as Vice Chair
and wished him luck.
Commissioner Hackenberg thanked the staff for preparing the reports and keeping the
committee informed and agreed with Commissioner Vargas about wanting more comparative
information about neighboring communities.
 
9.
NEXT MEETING
The next regular meeting of the Community Development Advisory Committee will be held on
December 18th at 5:30 p.m., in the Sapphire Room of the Glendale Civic Center, located
at 5750 W. Glenn Dr., Glendale, Arizona, 85301.

ADJOURNMENT
Commissioner Hackenberg adjourned the meeting at 6:22 p.m.
