CALL TO ORDER Chair James Smith called the meeting to order at 5:47 PM. 2. ROLL CALL Present: Absent: Also Present: Nancy Lenox, Vice Chair James Smith, Chair Lizbeth Feria, Member Elizabeth Medina, Member Derrell Barber, Commissioner Anne Marie Chaney, Commissioner Holly Ann Garner, Arts & Culture Coordinator Chris Taylor, Administrator, Arts and Culture 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Arts Commission Minutes of October 21, 2025. Motioned by Member Lizbeth Feria, seconded by Member Elizabeth Medina To approve the Arts Commission minutes of October 21, 2025. AYE: Vice Chair Nancy Lenox Chair James Smith Member Lizbeth Feria Member Elizabeth Medina Other: Commissioner Derrell Barber (ABSENT) Commissioner Anne Marie Chaney (ABSENT) Passed NEW BUSINESS Action: Upcoming Arts Projects Plan To align with the City of Glendale's budget process and in accordance with City Code, Chris Taylor led the Commission in a discussion about the FY 2026-2027 Arts Projects Plan, and sought the Commission's recommendation. Included was a breakdown of the Plan, including: $25,000 for Ballet Under the Stars 2026 $75,000 for Downtown Glendale Arts and Culture Fest 2026 $80,000 for the Performing Arts Grant Program $170,000 for Arts Master Plan Guided Activities Motioned by Vice Chair Nancy Lenox, seconded by Member Lizbeth Feria to recommend $350,000 in expenditures for the FY 2026-27 Arts Projects Plan. AYE: Vice Chair Nancy Lenox Chair James Smith Member Lizbeth Feria Member Elizabeth Medina Other: Commissioner Derrell Barber (ABSENT) Commissioner Anne Marie Chaney (ABSENT) Passed Action: Accessioning of two art pieces into the City's Portable Art Collection Chris Taylor updated the Commission on the details of the City of Glendale's inaugural Employee Art Event and Celebration, happening immediately after the November 19 Arts Commission meeting. Included was a motion to accession two Employee Art works into the City's Portable Art Collection. Motioned by Member Elizabeth Medina, seconded by Vice Chair Nancy Lenox to accession two portable art pieces into the City of Glendale's Portable Art Collection. AYE: Vice Chair Nancy Lenox Chair James Smith Member Lizbeth Feria Member Elizabeth Medina Other: Commissioner Derrell Barber (ABSENT) Commissioner Anne Marie Chaney (ABSENT) Passed STAFF REPORTS Holly Ann Garner introduced herself to the Arts Commission as the City's incoming Arts and Culture Coordinator. 7. COMMISSION COMMENTS AND SUGGESTIONS The Commission re-visited a Citizen Comment from October 21, expressing a desire to beautify an area at Chapparal Park. The Commission is seeking a minimum of three concept renderings from the artist, which the Arts Commission will deliberate on at a future Arts Commission meeting, with additional feedback and recommendations from the Parks Advisory Board prior to commencing any beautification. The Commission re-visited a Citizen Comment from October 21, requesting a possible sponsorship involvement for Arizona State University's Winter Wonderland event. The Commission decided to attend the 2025 event, to gauge the potential for a 2026 sponsorship. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on Tuesday, December 16th, 2025 at 6:00 p.m., in the Vault Conference Room, at the Glendale Civic Center Annex. 5752 W.
