ROLL CALL Present: Theresa Fowler, Chair Meegan Tosh, Vice Chair Thomas Varela, Board Member April Greer, Board Member Joanne Henning, Board Member Jodi Decker, Board Member Mia Gradillas, Board Member/Teen Absent: Cody Bro, Board Member Also Present:Dawn Ferro, Deputy Director-Library Services Kristin Fletcher-Spear, Library Administrator Erin Garred, Branch Manager, Foothills Library Esther Peneff, Management Assistant 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Library Advisory Board Minutes of October 8, 2025. Motioned by Board Member Joanne Henning, seconded by Board Member Thomas Varela to approve the October 8, 2025 Library Advisory board minutes. NEW BUSINESS a. INFORMATIONAL: FOOTHILLS LIBRARY TOUR. Ms. Ferro introduced Ms.Garred who then proceeded to give the board members a tour of the Foothills library. b. INFORMATIONAL: FREE SPEECH POLICY PRESENTATION. Ms. Fletcher-Spear reviewed the free speech policy with the board members and answered any questions. c. INFORMATIONAL: LIBRARY REORGANIZATION PRESENTATION. Ms. Ferro explained the process of the reorganization and answered any questions from the board members. 7. DEPUTY DIRECTOR UPDATE a. Ms. Ferro gave information on a variety of events. September-241 programs (increase of 60%), 4100 in attendance. Mariachi Pasion Group-179 attendees. Drawn to Comics Festival-746 attendees. Dia De Los Muertes-114 people participated in the community ofrenda. Veterans Day Flag ceremony-75 attendees. December 6—Libcon West at Foothills from 10 a.m.-3 p.m. October 13—The library was closed for staff development day. Staff Changes—Megan Jimenez (Library Support Assistant), Tremena McDaniel (Customer Service Assistant), Anna Caggiano (Library Digital & Technology Specialist) and Alexandria Cobian, promoted to Library Support Assistant. Heroes Regional Park Library—Photos of progress and expansion shown. Velma Teague Library—Renderings in progress by the DWL company and will be shared 8. BOARD MEMBER COMMENTS AND SUGGESTIONS 9. NEXT MEETING The next regular meeting of the Library Advisory Board will be held on December 10, 2025, at 6:00 p.m., in the Board Room of the Main Library, located at 5959 W. Brown St., Glendale, Arizona, 85302. 10.
