CALL TO ORDER Councilmember Malnar called the meeting to order at 11:34 a.m. 2. ROLL CALL Present: Dianna Guzman, Councilmember Lupe Conchas, Councilmember Ray Malnar, Chair, Councilmember Also Present: Julie K. Bower, City Clerk 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Approval of the December 9, 2025 Government Services Committee meeting minutes Motioned by Councilmember Dianna Guzman, seconded by Councilmember Lupe Conchas to approve the December 9, 2025 Government Services meeting minutes. AYE: Councilmember Dianna Guzman Councilmember Lupe Conchas Chair, Councilmember Ray Malnar Passed 5. NEW BUSINESS a. Discussion and possible action regarding the Commission on Diverse Cultures The GSC discussed changing the name of the Commission on Diverse Cultures to the Commission on Community and Culture. Motioned by Councilmember Dianna Guzman, seconded by Councilmember Lupe Conchas to move forward with a recommendation to change the name of the Commission on Diverse Cultures to the Commission on Community and Culture. AYE: Councilmember Dianna Guzman Councilmember Lupe Conchas Chair, Councilmember Ray Malnar Passed b. Discussion on the Bond Committee Councilmember Malnar wanted to establish a process for the Bond Committee to know what their role was. If there was Council consensus to move forward, the GSC would discuss this process further. 6. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Lupe Conchas, seconded by Councilmember Dianna Guzman to enter into executive session. EXECUTIVE SESSION The Government Services Commission met in executive session at 11:39 a.m. for discussion and consideration of appointments and other items relating to various boards and commissions and other bodies pursuant to (A.R.S. 38-431.03(A)(1)). Motioned by Councilmember Lupe Conchas, seconded by Councilmember Dianna Guzman to adjourn executive session.
