Ms. Clark called the meeting to order at 5:30 p.m.

APPROVAL OF THE MINUTES
Citizen Bond Election Committee Minutes of June 25, 2025
Ms. Baker said the meeting minutes from May 21st, 2025 need to be
amended. The June 25th, 2025 meeting minutes were approved, noting that
correction. The correction has not occurred.
Ms. Sheeler said the meeting minutes from June 25, 2025 had several
comments in the open committee comments, and documents that were
offered for review that are not reflected in the minutes. 
Mr. Nguyen said that Vice Chair Baker, Chairman Clark, and Committee
Member Sheeler all had comments not reflected in the minutes. 
  
 
5.
PRESENTATIONS
 
a.
BOND ELECTION PROCESS
Presented by Lesley Miller, Communications Administrator. 
Ms. Clark asked if a citizen asked questions and the answers could be added
to the website.
Mr. Nguyen said the last bond election had a link for citizen questions, but the
answers were not posted for public view.
 
Ms. Sheeler said a Frequently Asked Questions section would be helpful.
Mr. Nguyen asked what the current process is for citizen questions.
Ms. Rios said citizens can submit questions via a link on the website that
goes to an inbox. Staff then respond to the questions. Staff will look into
options for citizen questions to be posted, and the answers will be viewable
on the website. 
The committee discussed writing op-eds to be submitted to the Glendale
Independent and the Glendale Star.
Ms. Clark asked if images could be added to the videos.
Ms. Miller said the videos are standard for viewing on phones.
Ms. Clark asked for a split screen with video on one side and text on the other.
Ms. Rios said these are not the only videos being produced.
Mr. Nguyen asked what the view counts are for the videos.
Ms. Miller said she'd get that information.
Mr. Nguyen said Communications should be videoing the hot temperatures in

the fleet building and flooded streets during monsoons to show why the
bonds are important.
Mr. Hirsch agreed. 
Ms. Sheeler requested the view counts, to make sure the city was not making
videos no one watches.
Mr. Hirsch said components of flood control projects should be explained.
Ms. Sheeler said showing the dollar amounts of the bonds first might turn off
voters.
Ms. Clark asked that information indicating taxes aren't being raised be
included.
Ms. Rios said the presentations for the public outreach include information
about not raising property taxes. City staff are limited in what they can say
about the bonds.
Ms. Sheeler asked if these videos had been finalized.
Ms. Rios said they are in draft form.
Ms. Miller said there are three videos in production with two more planned.
Mr. Giles said water rates have gone up, and citizens might think the flood
control bonds are related to water rates.
Mr. Hirsch asked if City Council members could use city funds for the $100
pro/con statements.
Mr. Gibson said that City Council members can use personal or campaign
funds, but no city funds can be used for pro/con statements.

BOND COMMITTEE MEMBERS ABILITIES AS COMMITTEE MEMBERS
AND AS CITIZENS
Presented by Bill DeHaan, Greenburg Traurig
Ms. Sheeler asked if they could indicate they are a bond committee member
when writing an op-ed.
Mr. DeHaan said yes, and he would encourage it. Committee members can
advocate for or against the bond as citizens individually, but not as a group.

STAFF REPORT
Mr. Gibson asked if the committee would like to have more meetings with
additional topics and presentations.
Ms. Clark asked the group if they wanted to continue to meet.
Ms. Rios said they can decide to stop meeting, but the committee being
disbanded requires City Council action. Staff will be going back to Council in
the fall to discuss the potential of a 2026 bond election, the process, and the
committee's roles. The current committee runs through the end of the year or
January.
 
 
A motion was made by Committee Member Leslie Sheeler, motion was
seconded by Committee Member Gary Hirsch A motion was made by Ms.
Sheeler to discontinue meeting, and the motion was seconded by Mr.
Hirsch.

7.
COMMITTEE COMMENTS AND SUGGESTIONS
Ms. Sheeler said she has served on several committees and commissions,
was honored to be selected for this committee, but is disappointed with this
committee's role.
Ms. Clark wants it reflected in the minutes that the committee members are
not pleased with their roles on this committee, so that City Council can rethink
the committee's function in the future.
Mr. Giles understood the committee's role was to receive information and
provide their opinions to City Council. He thinks the committee was formed
so the bonds don't fail again. The bond committee members are designated
salespeople for the bonds.
Mr. Hirsch said this is his fourth bond committee. He likes the format of one
member per district, but doesn't like their role this time around. He was
disappointed park bonds were removed from consideration. He doesn't think
government should be run on poling. If there's a need, the community will
vote accordingly. Committee members are good people capable of making
good decisions.
Mr. Nguyen agreed with the other committee members' comments. He said

there are probably projects that haven't been considered that would be
eligible for bond funding. Bond language was finalized before the committee
met, so they couldn't change anything. He would have liked to discuss poling
as a committee before the survey was conducted. 
Ms. Clark asked for staff to look into the $100 fee for an op-ed. She said it's
too expensive. Ms. Rios said she would look into how the fee was
determined. 
Mr. Ngyuen said they need to make sure a quorum isn't created at the public
meetings by too many committee members attending.
Ms. Rios said they would address that as part of the public outreach
meetings. 
Ms. Rios reminded the committee they could call a special meeting in the
future through Ms. Clark if needed.

seconded by Committee Member Lisa Baker A motion was made by Mr.
Hirsch to adjourn the meeting, and the motion was seconded by Ms.
Baker.
