D R A F T MINUTES BOND COMMITTEE 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 JUNE 25, 2025 5:30 P.M. 1. CALL TO ORDER The meeting was called to order at 5:30pm. 2. ROLL CALL Present: Lisa Baker, Committee Member Joyce Clark, Committee Member David Giles, Committee Member Gary Hirsch, Committee Member Ian Hugh, Committee Member James Nguyen, Committee Member Leslie Sheeler, Committee Member Also Present: Vicki Rios, Assistant City Manager Amy Lindsay, Assistant Director, Budget & Finance Levi D. Gibson, Director, Budget & Finance William DeHaan, City Bond Council, Greenburg Traurig Tom Carlson, RBC Tori Freund, RBC 3. CITIZEN COMMENTS No comments were received. 4. APPROVAL OF MINUTES a. Citizen Bond Election Committee Minutes of October 11, 2023 A motion was made by Committee Member James Nguyen, motion was seconded by Committee Member Ian Hugh to approve the minutes of the October 11, 2023 Bond Committee meeting. Citizen Bond Election Committee Minutes of May 21, 2025 A motion was made by Committee Member Ian Hugh, motion was seconded by Committee Member James Nguyen to approve the minutes of the May 21, 2023 Bond Committee meeting. Committee Member James Nguyen has a correction to the May 21, 2025 Minutes. Item 6, the nomination of Joyce Clark as Chariman of the Committee was done by Leslie Sheeler, not Lisa Baker. Committee Chair Joyce Clark agreed to change. Levi Gibson, Budget and Finance Director, indicated the minutes would be updated with the change. Presentation on Flood Control Projects David Beard, City Engineer, and John Murphey, CIP Administrator, presented on the city's flood control projects. 6. Presentation on Operations Campus Projects Michelle Woytenko, Director Field Operations, provided a presentation on the operations campus. 7. 2023/2024 G.O. Bond Issuance and Projects Amy Lindsay, Assistant Director of Budget and Finance, provided a presentation on the 2023-2024 GO Bond Issuance and projects. 8. STAFF COMMENTS Mr. Gibson made the suggestion for an education campaign plan presentation from the communication team. Ms. Rios made note that she would be in discussion with city council on the future of this committee. 9. COMMITTEE COMMENTS Chair Clark stated that the committee members weren't happy about their roles on the bond committee, it was not directed at staff. Ms. Sheeler stated that she was disappointed in the survey results, format, demographic and questions. Her district was sorely misrepresented. Her district is the second largest per the 2022 census, and has data if anyone is interested. Suggested surveying non-voters to attract new voters. Mr. Nguyen stated the presentations were excellent, detailed, and answered all his questions. Model for future bond meetings. Chair Clark stated the presentations had great information, but were too long for the general public. Ms. Baker stated the presentations were well put together, detailed, and show why we need a bond election for the projects. Chair Clark stated she would work with Levi to set a date for August. 10. ADJOURNMENT A motion was made by Committee Member Lisa Baker, motion was seconded by Committee Member David Giles to adjourn the meeting at 7:06pm.
