CALL TO ORDER Councilmember Malnar called the meeting to order at 11:44 a.m. 2. ROLL CALL Present: Dianna Guzman, Councilmember Lupe Conchas, Councilmember Ray Malnar, Councilmember Also Present: Julie K. Bower, City Clerk Marcela Moreno, Deputy City Clerk 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Approval of the October 14, 2025 Government Services Committee meeting minutes Motioned by Councilmember Lupe Conchas, seconded by Councilmember Dianna Guzman to approve the October 14, 2025 Government Services Commission meeting minutes. AYE: Councilmember Dianna Guzman Councilmember Lupe Conchas Councilmember Ray Malnar Passed 5. RESIGNATIONS Helena Johnson, Cholla, Parks and Recreation Advisory Commission, effective December 9, 2025 Edwin Nyberg, Cholla, Planning Commission, effective December 12, 2025 6. NEW BUSINESS a. Duties and Responsibilities for the Government Services Committee Ms. Bower reviewed resolution R21-74 with the GSC. b. Discussion on the Annual Board and Commission Appreciation Dinner Ms. Bower asked if there were any suggestions for the annual Board and Commission Appreciation Dinner. The GSC discussed new location options. Ms. Bower said she would look into the new location suggestions for the 2027 dinner. Ms. Bower left the room. 7. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Dianna Guzman, seconded by Councilmember Lupe Conchas to enter into executive session. AYE: Councilmember Dianna Guzman Councilmember Lupe Conchas Councilmember Ray Malnar Passed 8. EXECUTIVE SESSION The Government Services Committee met in executive session at 11:49 a.m. for discussion and consideration of appointments and other items relating to various boards and commissions and other bodies pursuant (A.R.S. 38-431.03(A)(1)). Motioned by Councilmember Lupe Conchas, seconded by Councilmember Dianna Guzman to adourn executive session. Glenn Dr., Glendale, Arizona, 85301. 10.
