Vice Chair Scherer called the meeting to order at 6:05 p.m.

Motioned by Commissioner Brian Pirooz, seconded by Commissioner Srikanth Grandhi to approve
the minutes of the November 5, 2025 meeting.

5.
SOLID WASTE/LANDFILL FINANCIAL UPDATE
 
a.
INFORMATION AND DISCUSSION
Mr. Carr provided a Solid Waste and Landfill financial update for FY25 ending actuals to target of
Revenues and Expenditures, the FY26 3-month year-to-date actuals, and the FY26 10-year Capital
Improvement Plan.
  
 
6.
SOLID WASTE COMMERCIAL RATE DISCUSSION
 
a.
DISCUSSION AND ACTION
Mr. Carr presented information on the Solid Waste Commercial rate review for Front Load Service and
Rolloff Service, as well as cost factors, current rate structures and the proposed new rate structures. 
Consensus was requested on the two newly proposed rate structures.
The Commission discussed the proposal for the new rate structure for Front Load Services.
                
A consensus was made for the new Front Load rate structure by Commissioner Brian Pirooz,
Commissioner Srikanth Grandhi, and Vice Chair Scott Scherer.
The Commission discussed the proposal for the new rate structure for Rolloff Services.
  
A consensus was made for the new Rolloff rate structure by Commissioner Brian Pirooz,
Commissioner Srikanth Grandhi, and Vice Chair Scott Scherer.
 
  
 
7.
STAFF UPDATES
 
a.
Ms. Woytenko provided information on an upcoming update on Bulk Trash and possible program
changes.  Additionally, Ms. Woytenko showed the Commissioners the 2025 Clean and Green calendar
and explained that there is valuable Bulk Trash information available and that the 2026 calendars should
be mailed in the next week to all City of Glendale residents who have an active water account. 
Calendars and magnets will be provided at the January meeting.  Ms. Woytenko also discussed an
employee suggestion from a Solid Waste driver to hand out mini garbage trucks to children who wait
outside for the driver’s to come by, and how this driver was highlighted by the City Manger to Council as
to how our employees are giving back to the community, engaging with them, and to encourage young
children to learn about what the solid waste industry is like and educate them on recycling.  
 
 
8.
COMMISSIONER COMMENTS AND SUGGESTIONS
Commissioner Srikanth Grandhi appreciates that the information was brought back on how the Landfill
rate structure is doing and would like to request a tour of the Landfill for the Commissioners.  
Chair Amber Ford also is interested in a tour of the Landfill.

Commissioner Pirooz requested information about Recycling program education.

FUTURE AGENDA ITEMS
 
a.
Future Agenda Items for January 7, 2026:
1. Water Resources Update
2. Water Services CIP Project Status
3. 2026 Calendar and Topic Discussion
Vice Chair Scott Scherer asked to add subtopics for the future agenda items, to include Bulk Trash
awareness, Household Hazardous Waste pickup schedule.
Chair Amber Ford stated that a discussion can be had at the January 7, 2026 meeting and to bring a list
of things for the discussion.
 
 
10.
NEXT MEETING
The next regular meeting of the Citizens Utility Advisory Commission will be held on January 7, 2026, at
6:00 p.m., at the Oasis Water Campus, 7070 W. Northern Ave., Glendale, Arizona, 85303.
 
11.
ADJOURNMENT
Vice Chair Scherer adjourned the meeting at 7:37 p.m.
 
 
The Citizens Utility Advisory Commission meeting minutes of December 3, 2025 were submitted and approved this
07 day of Janurary, 2026.
