D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL POLICE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 NOVEMBER 19, 2025 9:30 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 9:30 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Brent Durham, Board Member Mitchell Ervin, Board Member Rick St. John, Board Member Also Present: Vicki Moss, Assistant Human Resources Director Cindy Kelley, Board Attorney Mike Hamblin, Assistant City Attorney Dolly Alexander, Benefits Manager Charlotte Beadles, Benefits Analyst Erik Elias, Management Analyst Attendees: Brian Kelley, Board Attorney - by telephone 3. CITIZEN COMMENTS No citizens were present. 4. APPROVAL OF THE MINUTES Motioned by Mayor Jerry Weiers, seconded by Board Member Mitchell Ervin to approve the Public Safety Personnel Retirement System - Local Police Board Minutes of October 22, 2025. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Rick St. John Passed 5. NEW BUSINESS There was no new business. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session at 9:31 a.m. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive session. Motioned by Board Member Rick St. John, seconded by Board Member Mitchell Ervin AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Rick St. John Passed The Board reviewed and discussed personnel matters in consultation with the Board's attorney. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION The Board voted to adjourn Executive Session at 10:00 a.m. and reconvened in Open Session. Attendees who had exited the conference room were invited back in. CONSIDERATION AND POSSIBLE ACTION ON BOARD ITEMS A. Consideration and possible action on the Accidental Disability Retirement and medical records submitted for Police Officer William Esh. The Board voted to accept the application for Accidental Disability Retirement submitted for Police Officer William Esh, and send the applicant for an Independent Medical Examination. Motioned by Board Member Mitchell Ervin, seconded by Board Member Rick St. John AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Rick St. John Passed B. Consideration and possible action on the Accidental Disability Retirement and medical records submitted for Police Officer Devin Brunetti. The Board voted to acknowledge the application for Accidental Disability Retirement submitted for Police Officer Devin Brunetti, and table the item until further information is requested and received. Motioned by Board Member Mitchell Ervin, seconded by Mayor Jerry Weiers AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Rick St. John Passed C. The Board voted to approve the admission of three (3) new Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions on the Pre-Existing Conditions Report: Xavier Milligan Cole Ottersberg Luis Rodriguez Motioned by Board Member Mitchell Ervin, seconded by Board Member Rick St. John AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Rick St. John Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on December 17, 2025, at 9:30 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC), in the 1st Floor Conference Room 103, located at 11550 W. Glendale Ave., Glendale, Arizona, 85307. 11.
