CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Community Development Advisory Committee Minutes of November 20, 2025. OLD BUSINESS None. 6. NEW BUSINESS a. Partnership Update and Discussion – Maggie’s Place The City partners with various organizations to address the needs of people experiencing homelessness. Tish Murray, Vice President of Programming for Maggie's Place, and Jaime Tafoya, alumni of Michael's Place and now an employee, explained how they focus specifically on pregnant women experiencing homelessness who need safe, stable housing and supportive services, focusing on services offered at Michael's Place, which is located in the City of Glendale. She shared that there are 4 homes operated by Maggie's Place. They provide a combination of residential shelter and comprehensive wrap-around support, including access to prenatal medical care, nutritious meals, infant supplies, parenting and life skills education, employment readiness, and trauma-informed case management. These services are designed to help both mothers and infants achieve long-term stability and self-sufficiency. They thanked the City of Glendale for its support of Maggie's Place. Chair Baker thanked Ms. Murray and Ms. Tafoya for sharing their experiences with Maggie's Place and the organization. Vice Chair Gallegos thanked them for sharing and being an inspiration to others. b. FY 2026-2027 Community Development Block Grant (CDBG) Public Services Grant Application Cycle Matrix Ms. Grant explained how the City of Glendale receives approximately $2.4 million in Community Development Block Grant (CDBG) funds from the US Department of Housing and Urban Development (HUD). Program regulations allow the City to allocate up to 15% of these dollars each year to agencies that provide services to vulnerable populations, such as seniors, at-risk youth, the severely disabled and others. City Council established a policy in 2021 to allocate 15% of the city's CDBG funds for this purpose, and each year, staff undertake a grant application process for nonprofits to apply for funding to serve Glendale residents in these populations. Selection of specific subrecipients and activities is part of the City's Annual Action Plan (AAP) process that is required for the City to receive (CDBG) funds from HUD. As part of our ongoing efforts to ensure an equitable and efficient award process for prospective CDBG subrecipients, staff will provide CDAC with an overview of the current matrix utilized to determine eligibility and need. Criteria Relevance. Scoring Weight. Does the scoring structure appropriately elevate the most important areas of need? 1. Clarity. Are the criteria and the scoring methods easy for reviewers to understand and apply consistently? 2. Opportunities for Improvement. Are there any additional criteria or recommended changes that should be considered? 3. The committee discussed the matrix and the scoring structure and made recommendations to apply to the matrix. Based on the CDAC Committee's recommendation, the following changes would be applied to the scoring matrix: Financial—Reweighting of requested funding as a percentage of total program costs Impact — title to be changed to "# of people served in Glendale." 7. DIRECTOR'S REPORT Mr. Hess spoke about the Adopt A Family program being undertaken by the City of Glendale employees. We currently have 97 families that will be supported with a special focus on foster children aging out of the system and Senior Citizens. He spoke about the MLK day of service coming up on January 17 with key events including gathering fruit at Sahuaro Ranch Park. He also mentioned the Point-in-Time (PIT) count, where every city in the nation counts its homeless population on January 27. 8. COMMITTEE MEMBER COMMENTS AND SUGGESTIONS Commissioner Vargas recommended that the committee and the city have access to data and analytics training. 9. NEXT MEETING The next regular meeting of the Community Development Advisory Committee will be held on January 15, 2026 at 5:30 p.m., in the Sapphire Room of the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10.
