D R A F T MINUTES PARKS AND RECREATION ADVISORY COMMISSION GLENDALE CIVIC CENTER 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 DECEMBER 8, 2025 5:30P.M. Parks and Recreation Mission Statement A partnership of employees and community working together to create a better quality of life for Glendale through the provision of excellent parks, recreational programming, special events, tourism, and neighborhood and community facilities. 1. CALL TO ORDER Chair Johnson called the meeting to order at 5:30 p.m. 2. ROLL CALL Chair Johnson conducted a roll call. The new Teen Commissioner, Nikhil Bharadwaj, was introduced. He spoke briefly and shared his background and reasons for joining the commission. Present: Helena Johnson, Chair Bud Zomok, Vice Chair Marie Nesfield, Commissioner Lynda Martinez, Commissioner Jaclyn Nguyen, Teen Commissioner Nikhil Bharadwaj, Teen Commissioner Absent: Georgette Berry, Commissioner Also Present: John Kennedy, Director Mike Keane, Assistant Director Heidi Barriga, Deputy Director Manuel Padia, Recreation Administrator Diane Williams, Program Manager 3. CITIZEN COMMENTS No comments were submitted for non-agenda items. 4. APPROVAL OF THE MINUTES Chair Johnson asked for a motion to approve the minutes. a. Parks and Recreation Advisory Commission Minutes of November 10, 2025. Motioned by Commissioner Marie Nesfield, seconded by Commissioner Lynda Martinez to approve the minutes as written. AYE: Chair Helena Johnson Vice Chair Bud Zomok Commissioner Marie Nesfield Commissioner Lynda Martinez Teen Commissioner Jaclyn Nguyen Teen Commissioner Nikhil Bharadwaj Other: Commissioner Georgette Berry (ABSENT) Passed 5. COMMISSIONER RECOGNITION Mr. Kennedy presented a letter from Julie Bower, City Clerk for the City of Glendale, along with a plaque and a coin to Chair Johnson in recognition of her service on the Parks and Recreation Advisory Commission. 6. NEW BUSINESS a. INFORMATION: COMMISSION REPORTS The Parks and Recreation Advisory Commission members reported on items related to their Commission Goals. b. ACTION: ANNUAL CHAIR RECOMMENDATION Mr. Kennedy led a discussion on the Chair recommendation for the term beginning February 1, 2026. Motioned by Commissioner Marie Nesfield, seconded by Chair Helena Johnson to recommend approval of Bud Zomok as Chair of the Parks and Recreation Advisory Commission for a one-year term. ACTION: ANNUAL VICE-CHAIR RECOMMENDATION Mr. Kennedy led a discussion on the Vice-Chair recommendation for the term beginning February 1, 2026. Motioned by Chair Helena Johnson, seconded by Vice Chair Bud Zomok to recommend approval of Marie Nesfield as Vice-Chair of the Parks and Recreation Advisory Commission for a one-year term. ACTION: 2026 CALENDAR FOR PARKS AND RECREATION COMMISSION MEETINGS Mr. Kennedy led a discussion regarding the 2026 dates for the Parks and Recreation Advisory Commission meetings. The Commission discussed and voted on the information that was presented. Motioned by Commissioner Marie Nesfield, seconded by Teen Commissioner Jaclyn Nguyen to approve the calendar of meeting dates as presented on the 2nd Monday of each month, with July's meeting being vacated. INFORMATION: DISTRIBUTION OF THE GLENDALE @PLAY RECREATION MAGAZINE Ms. Barriga presented an update on the distribution of the Glendale @ Play Recreation magazine. The Commission discussed the information that was presented. f. INFORMATION: THUNDERBIRD CONSERVATION PARK PROJECT UPDATE Ms. Barriga provided an update on the Thunderbird Conservation Park Project. The Commission did not have any comments regarding this agenda item. g. INFORMATION: PROCESS FOR REACCREDITATION FOR THE COMMISSION FOR ACCREDITATION OF PARK AND RECREATION AGENCIES (CAPRA) Mr. Keane provided information regarding the process for the reaccreditation for the Commission for Accreditation of Park and Recreation Agencies (CAPRA). The Commission discussed the information that was presented. 7. STAFF UPDATES Mr. Padia reviewed the volunteer opportunities that the Commissioners can participate in, as well as the December holiday events and activities. Mr Keane presented an update on the Foothills Park and Ride Project. a. This report allows the Staff of Parks & Recreation Department to update the Commission. The Commission is prohibited from discussing or acting on any of the items presented by the Staff since they are not itemized on the Parks & Recreation Advisory Commission Agenda. 8. COMMISSION COMMENTS AND SUGGESTIONS Vice-Chair Zomok and Commissioners Nesfield and Martinez complimented Chair Johnson on her great job leading the Parks and Recreation Advisory Commission during her time on the Commission. Teen Commissioner Bharadwaj enjoyed his first meeting with the Commission. Chair Johnson thanked everyone and mentioned she learned a lot while on the Commission. 9. NEXT MEETING The next regular meeting of the Parks and Recreation Advisory Commission will be held on January 12, 2026, at 5:30 p.m., at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10.
