DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION Transportation Department Office 6210 W Myrtle Ave Building A, Suite 111/112 Glendale, Arizona 85301 DECEMBER 11, 2025 6:00 P.M. 1. CALL TO ORDER Chair Roberts called the meeting to order at 6:05 p.m. 2. ROLL CALL Present: Tiana Roberts, Chair Tanja Shineman, Vice Chair Sid Andress, Commissioner Bobby Erdmann, Commissioner Absent: Norma Cuevas, Commissioner Kevin Dang, Commissioner Also Present: Patrick Sage, Transportation Planning Administrator Stephen Poupart, Transportation Planner Attendees: Quinn Castro, Vision Zero & Safety Action Plan Consultant Phyllis Huegel, Transportation Plan Consultant Andrea Somishka, Transportation Plan Consultant 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES A motion was made by Vice Chair Shineman and seconded by Commissioner Andress to approve the agenda for the December 11th, 2025, Citizens Transportation Oversight Commission meeting. AYE: Chair Tiana Roberts Vice Chair Tanja Shineman Commissioner Sid Andress Commissioner Bobby Erdmann Passed 4. APPROVAL OF THE MINUTES A motion was made by Commissioner Andress and seconded by Commissioner Erdmann to approve the minutes for the November 6th, 2025, Citizens Transportation Oversight Commission meeting. AYE: Chair Tiana Roberts Vice Chair Tanja Shineman Commissioner Sid Andress Commissioner Bobby Erdmann Passed 5. CITIZEN COMMENTS No members of the public provided comments. 6. VISION ZERO/SAFETY ACTION PLAN INTRODUCTION Quinn Castro from Stanley Consultants presented on Glendale's Vision Zero and Safety Action Plan. The commission discussed the information. 7. GLENDALE TRANSPORTATION PLAN INTRODUCTION Phyllis Huegel from Kittelson and Associates provided a project overview and facilitated a commissioner-input workshop for the Glendale Transportation Plan. 8. MANAGER'S REPORT Mr. Sage informed commissioners that staff plans to present the FY 2025 GO Program Annual Report to CTOC at the January 2026 meeting. 9. COMMISSIONER UPDATES Vice Chair Shineman stated a concern she heard from a resident regarding the lack of traffic enforcement during school pick-up periods at the Academy of Math and Science (Glendale Avenue) and the need for better speed enforcement on Northern Avenue around 47th Avenue. 10. FUTURE AGENDA ITEMS Commissioners made the following requests: Traffic Management Center tour Glendale's position on allowing autonomous vehicles 11. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission was scheduled for January 8th at 6:00 p.m. That meeting was vacated. 12.
