D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL POLICE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 FEBRUARY 25, 2026 9:30 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 9:36 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Brent Durham, Board Member Mitchell Ervin, Board Member Patrick Banger, Board Member Also Present: Vicki Moss, Assistant Human Resources Director Cindy Kelley, Board Attorney Mike Hamblin, Assistant City Attorney Dolly Alexander, Benefits Manager Erik Elias, Management Analyst Attendees: William Esh, Former Police Officer 3. CITIZEN COMMENTS No citizens were present. 4. APPROVAL OF THE MINUTES Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham to approve the Public Safety Personnel Retirement System - Local Police Board Minutes of November 19, 2025. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Patrick Banger Passed 5. NEW BUSINESS There was no new business. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session at 9:38 a.m. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive session. Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Patrick Banger Passed The Board reviewed and discussed personnel matters in consultation with the Board's attorney. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION Chair Charles Erickson adjourned Executive Session at 10:13 a.m. and reconvened in Open Session. Attendees who had exited the conference room were invited back in. 8. CONSIDERATION AND POSSIBLE ACTION ON BOARD ITEMS A. Consideration and possible action on the Ordinary Disability Retirement and medical records submitted for Police Officer Eric Brown. The Board acknowledged receipt of the Ordinary Disability Retirement application and voted to deny the application based on insufficient medical evidence to support a finding that Police Officer Eric Brown has: A physical condition that totally and permanently prevents you from performing a reasonable range of duties within your department; or A non-job-related mental condition that totally and permanently prevents you from engaging in any substantial gainful activity. Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Patrick Banger Passed B. Consideration and possible action on the Accidental Disability Retirement and medical records submitted for Police Officer Devin Brunetti. The Board voted to table the item until further information is requested and received. Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Patrick Banger Passed C. Consideration and possible action on the Accidental Disability Retirement and medical records submitted for Police Officer Jamie Esh. The Board acknowledged receipt of the Accidental Disability Retirement application for Police Officer Jamie Esh, and voted to send the applicant for an Independent Medical Examination. Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Patrick Banger Passed D. Consideration and possible action on the Accidental Disability Retirement and medical records submitted for Police Officer William Esh. The Board reviewed the Independent Medical Evaluation (IME) and engaged in discussion regarding the statutory questions. Following review and deliberation, the Board reached agreement that Police Officer William Esh meets the statutory criteria for an Accidental Disability Retirement. Based on the findings of the Independent Medical Evaluation and the determination that his medical condition is the result of a workplace-related injury, the Board voted to approve the Accidental Disability Retirement for Police Officer William Esh. Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Patrick Banger Passed E. The Board voted to approve the admission of ten (10) new Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions on the Pre-Existing Conditions Report: Austin Biggs Heidy Carlon Monica Dominguez Colter Hatfield Meghan Kerr Alexandr Miranda Haro Joshua Recker Luis Rodriguez Dylan Warwick George Whittle Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Board Member Patrick Banger Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on March 25, 2026, at 9:30 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC) in the 1st Floor Conference Room 103, located at 11550 W. Glendale Ave., Glendale, Arizona, 85307. 11.
