D R A F T MINUTES PERSONNEL BOARD CITY HALL HUMAN RESOURCES TRAINING ROOM 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 FEBRUARY 18, 2026 6:00 P.M. 1. CALL TO ORDER 2. ROLL CALL Present: Jeff Rosenberg, Member Mayra Uribe, Member Joyce Clark, Member Francisco Contreras, Vice Chair Irene Avalos, Member Also Present: Jim Brown, Human Resources Director Marie Bonell, Administrator, HR LeJeune Boone, Sr. HR Business Partner Michael Hamblin, Assistant City Attorney 3. CITIZEN COMMENTS If citizens wish to speak on a matter concerning the Personnel Board that is not on the printed agenda, please complete a Citizen Comments Card and provide it to the designated staff person prior to the beginning of the meeting. Once your name is called by the Chairperson, please proceed to the podium and state your name and address for the record. Please limit your comments to a period of three minutes or less. - NONE. 4. APPROVAL OF THE MINUTES a. Personnel Board Minutes of November 7, 2025. 5. Introduction of new board members. New board members Joyce Clark and Irene Avalos were introduced. 6. *The Board will make recommendations for the Chair and Vice Chair. The Board held discussions on recommending a Chair and Vice Chair. The board recommended Joyce Clark serve as the Chair. The board recommended Frank Contrerras serve as the Vice Chair. These recommendations will be provided to the City Council for consideration. 7. Arizona Open Meeting Law Training - Conducted by Mike Hamblin, City Attorney's Office. 8. Review the Personnel Board Hearing Process (Human Resources Policy 513 -Discipline), Robert's Rules, and the roles and responsibilities of the board. - Board members were provided with copies of the Robert's Rule handbooks for reference, and the HR staff provided an overview of the roles and responsibilities of the board members which also included a review of the Human Resources Policy 513-Disciplline. 9. Provide feedback on the Government Services Survey responses. None of the current board members participated in the feedback for the most recent survey. The board did recommend the responses could contain more detail. 10. NEXT MEETING The next regular meeting of the Personnel Board will be held on March 18 at 6:00 p.m., in the Glendale Adult Center, at 5970 W. Brown Ave., Glendale, Arizona, 85302. Rm 104 11.
