CALL TO ORDER Chair Lizbeth Feria called the meeting to order at 6:05 P.M. 2. ROLL CALL Present: Lizbeth Feria, Chair Elizabeth Medina, Commissioner Kurt Melling, Commissioner James Smith, Commissioner Absent: Anne Marie Chaney, Vice Chair Also Present: Holly Ann Garner, Arts & Culture Coordinator Chris Taylor, Administrator, Arts and Culture 3. CITIZEN COMMENTS None 4. APPROVAL OF THE MINUTES a. Arts Commission Minutes of January 20, 2026. Motioned by Commissioner James Smith, seconded by Commissioner Elizabeth Medina to approve the Arts Commission Minutes of January 20, 2026. AYE: Chair Lizbeth Feria Commissioner Elizabeth Medina Commissioner Kurt Melling Commissioner James Smith Other: Vice Chair Anne Marie Chaney (ABSENT) Passed NEW BUSINESS A) Information: Update on Fire Station 153 Art Wall Project A representative from the City of Glendale Fire Department shared their desire to have a mural at the foyer of Fire Station 153. The Arts Commission followed the Fire Station 153 employees' desire to select Dreambox Art as the finalist for the project. B) Information: Update on Downtown Historical Mural Campaign The Arts Commission was shown a rendering of a concept from Torva Fine Art, and at the request of the Property Owner of Pink House Boutique, will award the stipend to Torva Fine Art for fabrication of the Pink House Boutique rear wall. C) Information: Update on Downtown Historical Mural Campaign The Arts Commission will work with Tangled Root Botanicals in Catlin Court as the final property for the Downtown Historical Mural Campaign. The Arts Commission also approved the three artists from the City's Pre-Qualified Mural Artist List to stipend for concept renderings upon the request of the Property Owner. D) Information: Update on City Entry Point Wayfinding The Arts Commission was updated on a potential area in the City for the pilot project for upgrading the City's entry points, as well as some possible examples. The Commission requested more samples from other cities to be shown at the next Arts Commission meeting, and Chris Taylor will provide another potential location for the pilot project at the March 17 Arts Commission meeting. E) Information: Update on Explore 623 project Chris Taylor presented the Commission with a request to sponsor the Downtown Glendale Explore 623 project, to begin on Sunday, February 22nd. The Commission would like to see a detailed line-item of how a potential financial sponsorship would be allocated, and Chris Taylor will provide this breakdown at the March 17th Arts Commission meeting for the Commission to further consider. F) Information: Update on America 250 Co-op Chris Taylor and Holly Garner updated the Commission on their respective roles with assisting the City with the America 250 celebrations that will take place all over the City of Glendale. Chris Taylor shared his role in working with the Library Services division on a concert series, while Holly Garner shared her role in working with the School Districts on an essay contest, and with the Library Services division on a Passport project. G) Information: Update on Downtown Glendale Arts and Culture Fest Chris Taylor provided an attendance and financial breakdown of the Downtown Glendale Arts and Culture Fest from January 31. Specific comments from the Commission included re-visiting marketing strategies for the 2027 event. STAFF REPORTS New Commissioner Kurt Melling shared his experience and excitement to join the Glendale Arts Commission. COMMISSION COMMENTS AND SUGGESTIONS No Commissioner Comments. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on Tuesday, March 17th, 2026 at 6:00 p.m., in the Vault Conference Room, at the Glendale Civic Center Annex. 5752 W.
