DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION Transportation Department Office 6210 W Myrtle Ave Building A, Suite 111/112 Glendale, Arizona 85301 FEBRUARY 5, 2026 6:00 P.M. 1. CALL TO ORDER Chair Roberts called the meeting to order at 6:00 P.M. 2. ROLL CALL Present: Tiana Roberts, Chair Tanja Shineman, Vice Chair Sid Andres, Commissioner Norma Cuevas, Commissioner Bobby Erdmann, Commissioner Absent: Kevin Dang, Commissioner Also Present: Patrick Sage, Transportation Planning Administrator Marilu Garcia Ramirez, Senior Transportation Planner Russ Romney, Deputy City Attorney 3. APPROVAL OF THE AGENDA — WITHDRAWALS AND CONTINUANCES A motion was made by Commissioner Andress and seconded by Commissioner Erdmann to approve the agenda for the February 5, 2026 Citizens Transportation Oversight Commission meeting. For discussion and action. AYE: Chair Tiana Roberts Vice Chair Tanja Shineman Commissioner Sid Andres Commissioner Norma Cuevas Commissioner Bobby Erdmann Passed 4. APPROVAL OF THE MINUTES A motion was made by Commissioner Andress and seconded by Vice Chair Shineman to approve the minutes from the December 11th, 2025 CTOC meeting. For information and action. CITIZEN COMMENTS If citizens wish to speak on a matter concerning the Citizens Transportation Oversight Commission that is not on the printed agenda, please complete a Citizen Comments Card and provide it to the designated staff person prior to the beginning of the meeting. Once your name is called by the Chairperson, please proceed to the podium and state your name and address for the record. Please limit your comments to a period of three minutes or less. 6. FY2025 GLENDALE ONBOARD PROGRAM ANNUAL REPORT - DRAFT Ms. Garcia Ramirez presented the draft Glendale Onboard Transportation Program Annual Report for Fiscal Year 2025. Commissioners suggested that project descriptions avoid referring to both calendar year and fiscal year when possible. Following the discussion, a motion was made by Vice Chair Shineman and seconded by Commissioner Erdmann for the following action: Approval of the FY2025 Glendale Onboard Transportation Program Annual Report with proposed modifications and recommendation of the report to City Council. PROJECT UPDATES – SIDEWALK INFILL AND BICYCLE INFRASTRUCTURE Mr. Sage updated the Commission on the Central Core Sidewalk Infill and Missouri Active Transportation Improvements projects. Commissioners discussed this information. 8. MANAGER'S REPORT Mr. Sage updated the Commission on the following topics: Glendale Family Bike Ride TMC Tour Request Glendale Transportation Plan Safety Action Plan/Vision Zero Plan Autonomous Vehicles in Glendale 9. COMMISSION AND STAFF UPDATES No commissioner updates. 10. FUTURE AGENDA ITEMS Commissioners requested a future agenda item from the Traffic Engineering staff on speed mitigation treatments for school zones. Commissioners also requested an update on the SS4A/Vision Zero technical analysis, when available. 11. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission is scheduled for March 5th, 2025, at 6:00 p.m. 12. ADJOURNMENT The meeting was adjourned at 7:12 PM.
