D R A F T MINUTES BOND COMMITTEE 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 JANUARY 21, 2026 5:30 P.M. 1. CALL TO ORDER Ms. Clark called the meeting to order at 5:30 p.m. 2. ROLL CALL Present: Lisa Baker, Committee Member Joyce Clark, Committee Member David Giles, Committee Member Gary Hirsch, Committee Member James Nguyen, Committee Member Absent: Ian Hugh, Committee Member Leslie Sheeler, Committee Member Also Present: Vicki Rios, Assistant City Manager Levi Gibson, Director, Budget and Finance Amy Lindsay, Assistant Director, Budget and Finance 3. CITIZEN COMMENTS If citizens wish to speak on a matter concerning the Citizen Bond Election Committee that is not on the printed agenda, please complete a Citizen Comments Card and provide it to the designated staff person prior to the beginning of the meeting. Once your name is called by the Chairperson, please proceed to the podium and state your name and address for the record. Please limit your comments to a period of three minutes or less. No comments were received. 4. APPROVAL OF THE MINUTES a. Citizen Bond Committee Minutes of August 13, 2025. ITEMS FOR DISCUSSION AND POSSIBLE ACTION a. GENERAL BOND AND BUDGET EDUCATION OVERVIEW (COMMITTEE ORIENTATION/REFRESHER) Mr. Nguyen asked what options for financing exist for the Operations Campus, since that bond question failed. Ms. Rios said Council will consider options, such as another bond election, funding with enterprise funds, or funding with cash. The discussion will be part of the development of the FY26-27 CIP process. b. POTENTIAL ELECTION TIMELINE 6. Presentation: Trust for Public Lands (TPL) Ms. Clark asked how Trust for Public Lands is compensated. Trust for Public Lands described how a partnership with the City of Glendale would be structured. Ms. Rios reminded everyone that the City of Glendale cannot use city resources to influence election outcomes. Ms. Rios discussed the cost of polling through Trust for Public Lands compared to High Ground. The committee discussed concerns with the polling conducted by High Ground for the most recent bond election. Ms. Rios said the committee could comment on the use of Trust for Public Lands, but a formal vote would be at a future meeting. 7. STAFF REPORT Ms. Rios talked about the discussions with City Council regarding the structure of the bond committee. Ms. Rios said that leveraging the Library Advisory Board and Parks & Recreation Commission to support/coordinate recommendations and improve the workflow of the bond committee is being explored. Ms. Rios said the staff recommendation regarding the bond committee structure will be going to Council as part of the workshop on January 27, 2026. Ms. Rios said the committee’s current terms expire at the end of the month, making this a logical time to consider restructuring. 8. COMMITTEE COMMENTS AND SUGGESTIONS Chairperson Clark asked if all the committee members had been contacted by the City Clerk's Office regarding their participation on the bond committee. Ms. Baker asked for clarification on whether Trust for Public Lands can be used for bonds other than parks. Ms. Rios said that if it was only parks and libraries, we could only use Trust for Public Lands for polling. Chairperson Clark asked if Trust for Public Lands can do polling for an aquatics center. Ms. Rios said Trust for Public Lands can do polling for aquatics centers. Ms. Baker said the letters that supported both bond questions were listed as support for Question 1, which was misleading. Ms. Baker said the meeting minutes for the May 21, 2025 need to be corrected. Ms. Rios said staff would correct the meeting minutes. Mr. Hirsch said he doesn't think the bond committee should be expanded to 21 members. Mr. Giles said he doesn't think the bond committee should be expanded to 21 members, and that voter turnout for the last election was very low. Chairperson Clark suggested watching the Council Workshop from January 13th, 2026 regarding the bond committee structure. Mr. Nguyen said he thinks the bond committee should stay at 7 members, and that he would like to see the parks commission and the library commission provide a list of projects to the bond committee for consideration. 9. NEXT MEETING The next regular meeting of the Citizen Bond Election Committee will be held on TBD at 5:30 p.m., at the Glendale Civic Center, located at 5750 West Glenn Drive, Glendale, Arizona, 85301. 10.
