D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL FIRE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 FEBRUARY 25, 2026 9:30 A.M. 1. CALL TO ORDER THE LOCAL FIRE BOARD Chair Charles Erickson called the meeting to order at 9:30 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Joshua Moore, Board Member Patrick Banger, Board Member Absent: Kyle Borg, Board Member Also Present: Vicki Moss, Assistant Human Resources Director Cindy Kelley, Board Attorney Mike Hamblin, Assistant City Attorney Dolly Alexander, Benefits Manager Erik Elias, Management Analyst Gary Benson, Assistant Fire Chief Mike O'Neill, Deputy Fire Chief Mitch Ervin, Police Officer Brent Durham, Police Officer Attendees: William Esh, Former Police Officer 3. CITIZEN COMMENTS No citizens were present. 4. APPROVAL OF THE MINUTES Motioned by Board Member Joshua Moore, seconded by Mayor Jerry Weiers to approve the Public Safety Personnel Retirement System - Local Fire Board minutes of October 22, 2025. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Joshua Moore Board Member Patrick Banger Passed 5. NEW BUSINESS There was no new business. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Fire Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session at 9:32 a.m. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive Session. Motioned by Mayor Jerry Weiers, seconded by Board Member Joshua Moore AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Joshua Moore Board Member Patrick Banger Passed The Board reviewed and discussed personnel matters in consultation with the Board's attorney. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION The Board voted to adjourn Executive Session at 9:33 a.m. and reconvened in Open Session. Attendees who had exited the conference room were invited back in. CONSIDERATION AND POSSIBLE ACTION ON BOARD ITEMS A. The Board voted to approve the admission of thirteen (13) new Fire Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions on the Pre-Existing Conditions Report: Jackson Bernal Michael Cano Aldin Hatic Skyler Jayne Nolan Kelly Colin Mannelly Ashton Parent Stone Phillips Hayden Piazza Valerie Quintero Brandon Robbins Jonathan Roth Joseph Smith Motioned by Board Member Joshua Moore, seconded by Board Member Patrick Banger AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Joshua Moore Board Member Patrick Banger Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Fire Board will be held on March 25, 2026, at 9:30 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC) in the 1st Floor Conference Room 103, located at 11550 W. Glendale Ave., Glendale, Arizona, 85307. 11.
