D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL POLICE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 MARCH 25, 2026 9:30 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 9:30 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Brent Durham, Board Member Mitchell Ervin, Board Member Absent: Patrick Banger, Board Member Also Present: Vicki Moss, Assistant Human Resources Director Cindy Kelley, Board Attorney Mike Hamblin, Assistant City Attorney Dolly Alexander, Benefits Manager Erik Elias, Management Analyst 3. CITIZEN COMMENTS No citizens were present. 4. APPROVAL OF THE MINUTES Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham to approve the Public Safety Personnel Retirement System - Local Police Board Minutes of February 25, 2026. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Passed 5. NEW BUSINESS There was no new business. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session at 9:31 a.m. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive session. Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Passed The Board reviewed and discussed personnel matters in consultation with the Board's attorney. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION Chair Charles Erickson adjourned Executive Session at 9:47 a.m. and reconvened in Open Session. Attendees who had exited the conference room were invited back in. 8. CONSIDERATION AND POSSIBLE ACTION ON BOARD ITEMS A. Consideration and possible action on the Accidental Disability Retirement and medical records submitted for Police Officer Devin Brunetti. The Board acknowledged receipt of the Accidental Disability Retirement application for Police Officer Devin Brunetti, and voted to send the applicant for an Independent Medical Examination. Motioned by Board Member Brent Durham, seconded by Board Member Mitchell Ervin AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Passed B. Consideration and possible action on the Accidental Disability Retirement and medical records submitted for Police Officer John Krystek. The Board acknowledged receipt of the Accidental Disability Retirement application and voted to deny the application based on insufficient medical evidence to support a finding that Police Officer John Krystek has: A physical or mental condition which totally and permanently prevents an employee from performing a reasonable range of duties within the employee's job classification that was incurred in the performance of the employee's duties and was not the result of a physical or mental condition or injury that existed or occurred before the employee’s date of membership in the System. Motioned by Board Member Brent Durham, seconded by Board Member Mitchell Ervin AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Passed C. Re-employment determination for former Police Officer Duane Costa. The Board approved the re-employment of retired Police Officer Duane Costa into a non-PSPRS position of Traffic Services Specialist for the city. Motioned by Mayor Jerry Weiers, seconded by Board Member Mitchell Ervin AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Brent Durham Board Member Mitchell Ervin Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on April 22, 2026, at 9:00 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC) in the 1st Floor Conference Room 103, located at 11550 W. Glendale Ave., Glendale, Arizona, 85307. 11.
