D R A F T MINUTES GOVERNMENT SERVICES COMMITTEE CIVIC CENTER ANNEX VAULT CONFERENCE ROOM 5752 W. GLENN DR. GLENDALE, ARIZONA 85301 MARCH 10, 2026 11:30 A.M. 1. CALL TO ORDER Councilmember Guzman called the meeting to order at 11:00 a.m. 2. ROLL CALL Present: Dianna T. Guzman, Councilmember Lupe Conchas, Councilmember Lauren Tolmachoff, Councilmember Also Present: Marcela Moreno, Deputy City Clerk 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Approval of the minutes of the January 27, 2026 Government Services Committee meeting. Motioned by Councilmember Lupe Conchas, seconded by Councilmember Lauren Tolmachoff to approve the January 27, 2026 Government Services Committee meeting minutes. AYE: Councilmember Dianna T. Guzman Councilmember Lupe Conchas Councilmember Lauren Tolmachoff Passed 5. NEW BUSINESS a. *Discussion on the proposed amendment to section 2-270 of the Board and Commission Bylaws Councilmember Guzman presented draft language to the GSC. She said she would also propose an exemption for ad-hoc committees to Council. The GSC discussed the proposed amendment. 6. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Lupe Conchas, seconded by Councilmember Lauren Tolmachoff to enter into executive session. AYE: Councilmember Dianna T. Guzman Councilmember Lupe Conchas Councilmember Lauren Tolmachoff Passed 7. EXECUTIVE SESSION The Government Services Committee met in executive session at 11:01 a.m. for discussion and consideration of appointments and other items relating to various boards and commissions and other bodies pursuant (A.R.S. 38-431.03(A)(1)). Motioned by Councilmember Lauren Tolmachoff, seconded by Councilmember Lupe Conchas to adjourn executive session. AYE: Councilmember Dianna T. NEXT MEETING The next regular meeting of the Government Services Committee will be held on April 14, 2026 at 11:30 a.m., in the Vault Conference Room of the Civic Center Annex, located at 5752 W. Glenn Dr., Glendale, Arizona, 85301. 10.
