DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION Transportation Department Office 6210 W Myrtle Ave Building A, Suite 111/112 Glendale, Arizona 85301 March 5, 2026 6:00 P.M. 1. CALL TO ORDER Chair Roberts called the meeting to order at 6:01 P.M. 2. ROLL CALL Present: Tiana Roberts, Chair Tanja Shineman, Vice Chair Sid Andress, Commissioner Kevin Dang, Commissioner Bobby Erdmann, Commissioner Absent: Norma Cuevas, Commissioner Also Present: Patrick Sage, Transportation Planning Administrator Marilu Garcia Ramirez, Senior Transportation Planner Cassandra Johnston, Traffic Education Program Manager Erin Steffa, Financial Analyst Russ Romney, Deputy City Attorney 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES A motion was made by Commissioner Andress and seconded by Commissioner Erdmann to approve the agenda for the March 5th, 2026 Citizens Transportation Oversight Commission (CTOC) meeting. AYE: Chair Tiana Roberts Vice Chair Tanja Shineman Commissioner Sid Andress Commissioner Kevin Dang Commissioner Bobby Erdmann Passed 4. APPROVAL OF THE MINUTES A motion was made by Commissioner Andress and seconded by Vice Chair Shineman to approve the minutes from the February 5th, 2026 CTOC meeting. 5. CITIZEN COMMENTS No additional members of the public were present. AYE: Chair Tiana Roberts Vice Chair Tanja Shineman Commissioner Sid Andress Commissioner Kevin Dang Commissioner Bobby Erdmann Passed 6. GLENDALE FAMILY BIKE RIDE 2026 Ms. Johnston presented information on the upcoming April 12th Glendale Family Bike Ride. Commissioners discussed this topic. 7. PRELIMINARY BUDGET FOR FY2026 - FY2027 Ms. Steffa presented the preliminary Transportation Department budget for FY2026-FY2027. Commissioners discussed this item. 8. MANAGER'S REPORT Mr. Sage updated the Commission on the following topics: Vision Zero/Safety Action Plan progress Upcoming agenda items Boards and commissions appreciation dinner 9. COMMISSIONER UPDATES Commissioners did not have any updates. 10. FUTURE AGENDA ITEMS Commissioners re-iterated the desire for an agenda item on school zone traffic mitigation. Commissioners request information, if available, on the 67th Avenue construction north of Pinnacle Peak Road (outside of Glendale). 11. NEXT MEETING The next regular meeting of the CTOC will be held on April 2, 2026 at 6:00 p.m. 12. ADJOURNMENT The meeting adjourned at 6:55 PM.
