D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL POLICE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 APRIL 22, 2026 9:00 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 9:10 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Patrick Banger, Board Member Brent Durham, Board Member Mitchell Ervin, Board Member Also Present: Vicki Moss, Assistant Human Resources Director Cindy Kelley, Board Attorney Mike Hamblin, Assistant City Attorney Dolly Alexander, Benefits Manager Erik Elias, Management Analyst Attendees: Thomas Griffin, Attorney for Eric Brown - by telephone 3. CITIZEN COMMENTS No citizens were present. 4. APPROVAL OF THE MINUTES Motioned by Mayor Jerry Weiers, seconded by Board Member Mitchell Ervin to approve the Public Safety Personnel Retirement System - Local Police Board Minutes of March 25, 2026. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Patrick Banger Board Member Brent Durham Board Member Mitchell Ervin Passed 5. NEW BUSINESS Board Member Mitch Ervin requested that the re-examination process be discussed as an agenda item at the next meeting. Chair Charles Erickson requested that staff provide a list of Board-approved disability retirements who are eligible for re-examination. He also requested an ongoing tracking report of employees who have filed for disability retirement, including their current status in the process. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session at 9:15 a.m. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive session. Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Patrick Banger Board Member Brent Durham Board Member Mitchell Ervin Passed The Board reviewed and discussed personnel matters in consultation with the Board's attorney. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION Chair Charles Erickson adjourned Executive Session at 9:30 a.m. and reconvened in Open Session. Attendees who had exited the conference room were invited back in. 8. CONSIDERATION AND POSSIBLE ACTION ON BOARD ITEMS A. Rehearing and possible action on the Ordinary Disability Retirement and medical records submitted for former Police Officer Eric Brown. The Board considered a request for rehearing following the prior denial of the applicant’s Ordinary Disability Retirement. The Board acknowledged receipt of the updated medical information that was not available during the initial review, which supports further evaluation of the claim. Based on the new information received, the Board voted to refer the applicant for an Independent Medical Examination. Consideration and possible action on the Accidental Disability Retirement and medical records submitted for former Police Officer Jamie Esh. The Board reviewed the Independent Medical Evaluation (IME) and discussed the applicable statutory criteria. Following review and deliberation, the Board determined that former Police Officer Jamie Esh meets the statutory requirements for an Accidental Disability Retirement. Based on the IME findings and the determination that the medical condition is the result of a workplace-related injury, the Board voted to approve the Accidental Disability Retirement. Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Patrick Banger Board Member Brent Durham Board Member Mitchell Ervin Passed C. The Board voted to approve the admission of six (6) new Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions on the Pre-Existing Conditions Report: Benjamin Baratko Joshua Castro Katherine Kirsh Alec Knipp Justin Schragel Jacob Thurman Motioned by Board Member Brent Durham, seconded by Board Member Mitchell Ervin AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Patrick Banger Board Member Brent Durham Board Member Mitchell Ervin Passed D. The Board voted to approve the admission of one (1) Lateral Transfer to the City of Glendale Police Department with any pre-existing conditions on the Pre-Existing Conditions Report: Clare Atchley Motioned by Board Member Mitchell Ervin, seconded by Board Member Brent Durham AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Patrick Banger Board Member Brent Durham Board Member Mitchell Ervin Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on May 27, 2026, at 9:00 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC) in the 1st Floor Conference Room 103, located at 11550 W. Glendale Ave., Glendale, Arizona, 85307. 11.
