CALL TO ORDER The Aviation Advisory Commission meeting was called to order at 6:05 p.m. ROLL CALL Present: Vice Chair Bud Zomok Committee Member Michael Portik Committee Member Quentin Tolby Committee Member Brett Grove Absent: Vice Chair Bill Eikost Committee Member Joshua Haislip Committee Member Larry Rovey Also Present: Matt Smith, Airport Administrator Julie Patterson, Management Assistant CITIZEN COMMENTS There were no citizen comments. APPROVAL OF THE MINUTES Approval of the Aviation Advisory Commission Minutes of November 19, 2025, Motioned by Committee Member Brett Grove, seconded by Committee Member Michael Portik AYE: Vice Chair Bud Zomok Committee Member Michael Portik 5. 6. Commissioners were notified that the Boards and Commissions appreciation dinner will be held on Tuesday, April 7, 2026, at 5:30 p.m. at the Glendale Civic Center. 2. The commission was notified that the terminal building will have the HVAC replaced starting April 13 and the project could last for approximately three weeks. The meeting for April 15 will be vacated. . A review of open meeting laws were presented to Commissioners. The Commissioners discussed the Board and Commission survey results and provided a some feedback on the survey responses for the Government Services Committee. 5. A report was presented to the committee on the potential revenue the airport would receive if flight schools paid $2.97 per student per flight hour rather than $50 per plane per month. STAFF REPORTS 1. Airport operations fiscal year (FY) to date are 70,180 and there are 419 based aircraft. 2. Noise complaints are more frequent in the winter and spring when windows are open. We have received complaints from 107th Ave and Indian School and a low flying "learjet" from 95th Ave and Olive. A resident called the tower regarding low-flying Mesa Pilot Development planes. 3. The Master Plan is underway and Chapter 1 and inventory are currently being developed. 4. The airfield lighting and signage design is more than 30% completed. 5. The terminal office reception area remodel is to begin mid-April. 6. The fuel tank feasibility study is due early April. 7. Revenue fram tie downs, landing fees for commercial aircraft and commercial accounts have all increased. LUKE AIR FORCE BASE OPERATIONS The Luke Open House will take place March 21 and 22, 2026. The Blue Angles and the Thunderbirds will appear for the first time together. You must have a Real ID to get in and there will be metal detectors at the entrances. There will be shuttles available to parking lots. Friday night there will be a concert for the troops. COMMISSION COMMENTS AND SUGGESTIONS There were no comments or suggestions. FUTURE AGENDA ITEMS Commissioner Tolby would like to review the Bylaws regarding attendance requirements. Commissioner Zomok would like to review the fuel study presented at a past meeting. 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission will be held on May 20, 2026, at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11.
