D R A F T MINUTES BOND COMMITTEE 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 APRIL 15, 2026 5:30 P.M. 1. CALL TO ORDER The meeting was called to order at 5:30 PM by Lisa Baker, Committee Chairperson. 2. ROLL CALL Present: Lisa Baker, Committee Member Joyce Clark, Committee Member David Giles, Committee Member Gary Hirsch, Committee Member Ian Hugh, Committee Member James Nguyen, Committee Member Cory Robinett, Committee Member Also Present: Vicki Rios, Assistant City Manager Levi Gibson, Director, Budget and Finance 3. CITIZEN COMMENTS There were no citizen comments. 4. APPROVAL OF THE MINUTES a. Citizen Bond Committee Minutes of March 4, 2026. NEW BUSINESS a. INFORMATION: REVIEW OF GENERAL OBLIGATION BOND POLLING RESULTS Presentation by Assistant City Manager Vicki Rios Survey conducted by Newbridge Strategy (400 Glendale registered voters; ±5% margin of error). Key findings: Overall support for park bonds ranged approximately 47% in favor / 36% opposed. Support increases slightly (~50%) when voters are informed no property tax rate increase is required. Library bonds showed similar support levels (~45% in favor). Top drivers of support: water conservation, safety, recreation access. Top concerns: affordability, taxes, trust in government spending. b. DISCUSSION AND ACTION: REVIEW OF THE CURRENT 10-YEAR CAPITAL IMPROVEMENT PLAN Presented by Levi Gibson, Director, Budget and Finance Overview of General Obligation (GO) bond capacity and timelines. Identification of areas needing new bond authority: Parks (FY2027) Parks and Recreation Commission recommended moving forward with a General Obligation Bond Election requesting additional Parks bond authority in November 2026. Libraries (FY2028) The Library Advisory Board recommended moving forward with a General Obligation Bond Election requesting additional Library bond authority in November 2026. Government Facilities (FY2028) Streets (FY2031) Operations Campus project (~$49.2M) discussed, including: Potential reallocation to enterprise funds if bonds are not approved. Estimated water rate impact example: ~$0.61/month per account. Committee Discussion Themes: Strong support expressed for: Including the Operations Campus in a future bond election Completing Heroes Regional Park and Aquatic Center Concerns raised regarding: Scope and cost of the Heroes Park project (~$83M estimate). STAFF REPORT Committee recommendations will be presented to City Council on April 28, 2026. If Council concurs: Staff will return in May with: Proposed ballot measures Project lists Final bond amounts Deadline to submit to County: early May 2026 This report allows the City staff to update the Committee. The Committee is prohibited from discussing or acting on any of the items presented by the staff since they are not itemized on the Bond Committee agenda. 7. COMMITTEE COMMENTS AND SUGGESTIONS Request made for: Detailed presentation on Heroes Regional Park Historical investment and original commitments Full project scope prior to final recommendations 8. NEXT MEETING The next regular meeting of the Citizen Bond Election Committee will be held on May 20th at 5:30 p.m., at a location TBD, due to a scheduling conflict at the Civic Center 9.
