CALL TO ORDER Chair Lizbeth Feria called the meeting to order at 6:03 PM 2. ROLL CALL Present: Lizbeth Feria, Chair Anne Marie Chaney, Vice Chair Elizabeth Medina, Commissioner Kurt Melling, Commissioner Alicia Moore, Commissioner Absent: James Smith, Commissioner Also Present: Chris Taylor, Administrator, Arts and Culture 3. CITIZEN COMMENTS None 4. APPROVAL OF THE MINUTES a. Arts Commission Minutes of March 17th, 2026. Motioned by Commissioner Alicia Moore, seconded by Vice Chair Anne Marie Chaney to approve the Arts Commission Minutes of March 17th, 2026. AYE: Chair Lizbeth Feria Vice Chair Anne Marie Chaney Commissioner Elizabeth Medina Commissioner Kurt Melling Commissioner Alicia Moore Other: Commissioner James Smith (ABSENT) Passed 5. NEW BUSINESS a. Action: Recommendation of $20,000 for Fire Station 153 Art Wall Chris Taylor updated the Commission on the process for recommending expenditures from the Municipal Arts Fund for projects that require Council approval outside the threshold of the Community Activity line-item budget, and asked for the Commission's recommendation for appropriating funding for the Fire Station 153 Art Wall. Motioned by Chair Lizbeth Feria, seconded by Commissioner Alicia Moore to recommend $20,000 from the Municipal Arts Fund for the Fire Station 153 Art Wall. AYE: Chair Lizbeth Feria Vice Chair Anne Marie Chaney Commissioner Elizabeth Medina Commissioner Kurt Melling Commissioner Alicia Moore Other: Commissioner James Smith (ABSENT) Passed Information: Update on Past Projects Chris Taylor updated the Commission on the status of a beautification project at Chapparal Park, a beautification project with the Glendale Civic Center, a previous Citizen Comment from 2025, and a potential tour of the Downtown Campus, including the current timeline for including selections from the City's Portable Art Collection into the interior of the campus. Information: Update on the Downtown Historical Mural Program Chris Taylor updated the Commission on the status of the Pink House Boutique mural, and the Cubanitas mural. Chris then asked the Commission for their recommendation for the Tangled Root Botanicals mural. The Commission selected Ariana Enriquez as the finalist, and Edgar Fernandez as the alternate for the project. The owner of the Tangled Root Botanicals property was present during this information item, and engaged with the Commission during the selection process. Information: Update on the Welcome to Glendale, and the Welcome to Downtown Glendale Wayfinding projects Chris Taylor shared that the Welcome to Downtown Glendale project will be funded through the Downtown Development budget, vs. the Municipal Arts Fund. Economic Development would still like the Arts Commission's input on the concept renderings, and Chris provided a soft timeline for the Commission to receive 2-D and 3-D concepts. The Commission then selected three locations for the Welcome to Glendale Wayfinding Program, and approved allocating not-to-exceed $15,000 from the FY 26 and/or the FY 27 Community Activity line-item of the Arts budget for concept renderings from a design company. Commissioner Alicia Moore requested that Cortez High School in Phoenix be contacted as a potential vendor for this concept process. Commissioner Alicia Moore also requested the the Office of Arts and Culture reach out to Ms. Nadine Booth as a potential vendor for this concept process. Lastly, Chris updated the Commission that the Economic Development department will soon be led by Mr. Daniel Henderson, and that the Office of Arts and Culture looks forward to sharing the Arts Commission's progress and recommendations with Mr. Henderson. Information: Update on Mural Project at Veteranos Park Chris Taylor updated the Commission on a recent conversation with Council member Baldenegro regarding a Council Item of Special Interest on a mural to be fabricated at Veteranos Park. Chris shared Mr. Baldenegro's desire on the specificity of the project, as well as the specific artist that he would like for the fabrication. Chris shared with the Commission that Mr. Johnny Morales is the desired artist, and asked the Commission's guidance on how to best initiate the selection process to include Mr. Baldenegro's selection, while remaining fair and transparent to other artists. The Commission would like the Office of Arts and Culture to create a 45-day Call to Artists for any artist residing in the Phoenix/East Valley/West Valley area, and to simultaneously specifically notify the City of Glendale's Pre-Qualified Mural Artist List of the call. This will allow any artist, including Mr. Morales, to submit for the call. Information: Update on October Art Social at Murphy Park Chris Taylor briefly shared with the Commission a status update on an art social mixer scheduled for October 2026, and that more details would be made available at the May 19 Arts Commission meeting. 6. STAFF REPORTS a. Chris Taylor updated the Arts Commission regarding the new Director of Economic Development, Mr. Daniel Henderson. 7. COMMISSION COMMENTS AND SUGGESTIONS None 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on Tuesday, May19th, 2026 at 6:00 p.m., in Room 102 at the Glendale Adult Center. 5970 W.
