D R A F T MINUTES PARKS AND RECREATION ADVISORY COMMISSION GLENDALE CIVIC CENTER 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 APRIL 13, 2026 5:30P.M. Parks and Recreation Mission Statement A partnership of employees and community working together to create a better quality of life for Glendale through the provision of excellent parks, recreational programming, special events, tourism, and neighborhood and community facilities. 1. CALL TO ORDER Interim Chair Nesfield called the meeting to order at 5:30 p.m. 2. ROLL CALL Interim Chair Nesfield conducted a roll call. The new Commissioner, Jeremiah Smith, was introduced. He spoke briefly and shared his background and reasons for joining the commission. Present: Marie Nesfield, Interim Chair Bud Zomok, Vice Chair Lynda Martinez, Commissioner Mary Smith, Commissioner Adina Lund, Commissioner Tonja Oliver, Commissioner Jeremiah Smith, Commissioner Absent: Jaclyn Nguyen, Teen Commissioner Nikhil Bharadwaj, Teen Commissioner Also Present: Mike Keane, Assistant Director Heidi Barriga, Deputy Director Vicki Rios, Assistant City Manager Amy Lindsay, Assistant Director of Budget and Finance Thomas Adkins, Deputy City Manager Diane Williams, Program Manager Attendees: Fred Barr, General Manager, Desert Mirage Golf Course Cory Robinett, Ocotillo District Resident Kevin Bierworth, Cactus District Resident Teen Commissioner Nguyen arrived at 5:34 p.m., and Teen Commissioner Bharadwaj arrived at 5:37 p.m. after the roll was called. 3. CITIZEN COMMENTS Mr. Cory Robinett, a resident of the Ocotillo District, commented on the X-Court building and skate park at Heroes Park. Mr. Kevin Bierworth, a resident of the Cactus District, commented on the X-Court skate park at Heroes Park. 4. APPROVAL OF THE MINUTES Interim Chair Nesfield asked for a motion to approve the minutes. a. Parks and Recreation Advisory Commission Minutes of March 9, 2026. NEW BUSINESS a. INFORMATION: REVIEW OF GENERAL OBLIGATION BOND POLLING RESULTS Ms. Rios reviewed the results of the Parks General Obligation Bond polling survey. The Commission discussed the information that was presented. b. ACTION: REVIEW OF THE CURRENT 10-YEAR PLAN FOR PARKS AND RECREATION CAPITAL IMPROVEMENT PROJECTS Ms. Lindsay reviewed the current 10-year Plan for Parks and Recreation Capital Improvement Projects. The Commission discussed and voted on the information that was presented. Motioned by Vice Chair Bud Zomok, seconded by Commissioner Tonja Oliver to recommend to the Bond Committee to move forward with a Parks Bond Election. INFORMATION: PRESENTATION OF UPGRADES FOR DESERT MIRAGE GOLF COURSE Mr. Barr, General Manager of Golf Ranch Glendale at Desert Mirage Golf Course, presented recent upgrades to the facility and the course. The Commission discussed the information that was presented. d. INFORMATION: RESULTS OF THE PUBLIC INPUT FOR THE THUNDERBIRD PASEO TRAIL PROJECT Ms. Barriga provided an update on the results received from the public input for the Thunderbird Paseo Trail Master Plan Project. The Commission discussed the information that was presented. 6. COMMISSION REPORTS, COMMENTS AND SUGGESTIONS Vice-Chair Zomok requested more information on what Murphy Park is scheduled to look like. Commissioner Martinez commented on Desert Mirage and Water Retention Parks. Commissioner Lund asked whether there was anything that showed which amenities were at each park. Ms. Barriga replied that Park Finder is on the Parks and Recreation website and is currently being revamped to make it easier to find specific amenities at each park. Commissioner Oliver commented on Desert Mirage, Bicentennial, and Grand Canal Linear Parks. Commissioner Jeremiah Smith commented on Sunnyside Park. Commissioner Nguyen commented on Chapparal Park. Commissioner Bharadwaj commented on Sierra Verde Park. 7. STAFF UPDATES Mr. Keane reviewed the volunteer opportunities that the Commissioners can participate in. He also reviewed the activities taking place at the recently renovated Bonsall Park North and the upcoming Arbor Day Celebration scheduled on Friday, April 24, 2026, at Hillcrest Park. Ms. Barriga provided an update on Cholla Park. Mr. Keane reviewed the recent reorganization of the Parks and Recreation Department. a. This report allows the Staff of Parks and Recreation Department to update the Commission. The Commission is prohibited from discussing or acting on any of the items presented by the Staff since they are not itemized on the Parks and Recreation Advisory Commission Agenda. 8. NEXT MEETING The next regular meeting of the Parks and Recreation Advisory Commission will be held on May 11, 2026, at 5:30 p.m., at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 9.
