CALL TO ORDER Chair Ford called the meeting to order at 6:00 p.m. 2. ROLL CALL Present: Amber Ford, Chair Scott Scherer, Vice Chair Kyle Holschlag, Commissioner Srikanth Grandhi, Commissioner Absent: Dr. Kerry Duskin, Commissioner Attendees: Ron Serio, P.E., Director, Water Services Katrina Alberty, Deputy Director, Water Services Megan Sheldon, Deputy Director, Water Services Mark Roye, Deputy Director, Water Services Lisa Esquivel, Administrator Department Support Services, Water Services Alana Reid, Management Assistant, Water Services Michael Carr, Deputy Director, Field Operations 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. APPROVAL OF THE JANUARY 7, 2026 CITIZENS UTILITY ADVISORY COMMISSION MEETING MINUTES Motioned by Vice Chair Scott Scherer, seconded by Chair Amber Ford to approve the minutes of the January 7, 2026, meeting. AYE: Chair Amber Ford Vice Chair Scott Scherer Commissioner Kyle Holschlag Commissioner Srikanth Grandhi Passed 5. BULK TRASH - For Information and Discussion (*Removed 2/27/2026) a. Bulk Trash (*Removed 2/27/2026) Presented by: Michael Carr, Deputy Director, Field Operations 6. FINALIZE 2026 COMMISSION CALENDAR AND AGENDA TOPICS a. INFORMATION, DISCUSSION, AND ACTION Ms. Esquivel provided the final 2026 Commission Calendar and Agenda Topics. The commissioners and Chair Amber Ford suggested including Colorado River Updates in the Water Resources Update agenda item. Motioned by Commissioner Srikanth Grandhi, seconded by Commissioner Kyle Holschlag to finalize the 2026 commission calendar and agenda topics. AYE: Chair Amber Ford Vice Chair Scott Scherer Commissioner Kyle Holschlag Commissioner Srikanth Grandhi Passed 7. STAFF UPDATES a. Mr. Carr announced that Field Operations will reschedule the commissioners' tour. He also provided updates on the Northern Avenue Parkway project and noted that the Commercial Solid Waste rates were approved, taking effect on March 1, 2026. Additionally, Craig Croner, the Director of Field Operations, was inducted into the Public Fleet Hall of Fame by Government Fleet magazine, which is a prestigious honor. A staff member from Fleet, Eric Santa Maria, received Public Fleet Professionals certification from the APWA. Mr. Serio provided an update on the Colorado River, including how potential reductions would impact Glendale. He mentioned that Glendale submitted comments on the draft Environmental Impact Study and sent a letter to the Central Arizona Project. Additionally, he shared a video from the Central Arizona Project about the Colorado River. 8. COMMISSIONER COMMENTS AND SUGGESTIONS Commissioner Kyle Holschlag and Commissioner Srikanth Grandhi requested more information on the Colorado River update. 9. FUTURE AGENDA ITEMS a. Future Agenda items for May 6, 2026: 1. Water Services Financial Update 2. Solid Waste/Landfill Financial Update 3. Water Resources Update Post-2026 Colorado River Operations Glendale's Drought Preparedness 10. NEXT MEETING The next regular meeting of the Citizens Utility Advisory Commission will be held on May 6, 2026 at 6:00 p.m., at the Oasis Water Campus, 7070 W. Northern Ave., Glendale, Arizona, 85303. 11.
