DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION Transportation Department Office 6210 W Myrtle Ave Building A, Suite 111/112 Glendale, Arizona 85301 APRIL 2, 2026 6:00 P.M. 1. CALL TO ORDER Chair Roberts called the meeting to order at 6:01. 2. ROLL CALL Present: Tiana Roberts, Chair Tanja Shineman, Vice Chair Sid Andres, Commissioner Norma Cuevas, Commissioner Tristan Le, Commissioner Absent: Kevin Dang, Commissioner Bobby Erdmann, Commissioner Also Present: Patrick Sage, Transportation Planning Administrator Marilu Garcia Ramirez, Senior Transportation Planner Alan Heathcoat, Principal Transportation Engineer Javier Gurrola, Principal Transportation Engineer Tony Abbo, Deputy Department Director Russ Romney, Deputy City Engineer 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES A motion was made by Commissioner Andress and seconded by Vice Chair Shineman to approve the agenda for the April 2, 2026 Citizens Transportation Oversight Commission meeting. AYE: Chair Tiana Roberts Vice Chair Tanja Shineman Commissioner Sid Andres Commissioner Norma Cuevas Commissioner Tristan Le Passed 4. APPROVAL OF THE MINUTES A motion was made by Commissioner Andress and seconded by Vice Chair Shineman to approve the minutes from the March 5th, 2025 CTOC meeting. AYE: Chair Tiana Roberts Vice Chair Tanja Shineman Commissioner Sid Andres Commissioner Norma Cuevas Commissioner Tristan Le Passed 5. CITIZEN COMMENTS One citizen was present and provided comments. 6. SCHOOL ZONE TRAFFIC MITIGATION Mr. Heathcoat presented information on City of Glendale school zone traffic mitigation measures. Commissioners discussed this topic. 7. PAVEMENT MANAGEMENT PROGRAM UPDATE Mr. Gurrola provided a progress update on this program. Commissioners discussed this topic. 8. MANAGER'S REPORT Mr. Sage updated the Commission on the following topics: Traffic education award Upcoming agenda items Boards and commissions appreciation dinner 9. COMMISSIONER UPDATES Commissioners did not have any updates. 10. FUTURE AGENDA ITEMS An item on autonomous vehicles in Glendale was requested. 11. NEXT MEETING The next meeting of the Citizens Transportation Oversight Commission will be held on June 4th at 6:00 p.m. 12.
