State Funded Sheriff’s Office Detention Officer and Law Enforcement Officer Recruitment and Retention Incentives Initiating Department: Human Resources and Sheriff’s Office Board of Supervisor’s Approval Date: 12/7/2022 Page 1 of 1 I. PURPOSE Distribute the funding approved by the Arizona State Legislature pursuant to Laws 2022, Ch. 313, Sec. 110 of the Second Regular Session and as outlined in the agreement with the Arizona Department of Administration approved by the Board on 12/7/2022 (C-31-23-035-X-00). II. LUMP SUM RETENTION INCENTIVE A. Eligibility: Line-level Deputies and Detention Officers as defined in the agreement with ADOA employed as of 5/1/22 1. Eligible employees do not need to be meeting expectations 2. Eligible employees promoted within law enforcement or detention ranks remain eligible for payments 3. Eligible employees who promote to non-law enforcement or detention positions do not qualify for current or future payments 4. Eligible employees who separate employment for any reason do not qualify for current or future payments B. Payments: $1,250 quarterly installments over 2 years up to a maximum of $10,000 (contingent on the availability of funding) C. Effective Date: Starting 10/1/22, paid out at the end of each quarter D. Funding: $21,520,000 E. FICA and Medicare: $1,533,060 cost estimate (County Contingency) F. PSPRS: Payments are non-pensionable G. Repayment Clause: None III. SIGN-ON INCENTIVE A. Eligibility: Line-level Deputies and Detention Officers as defined in the agreement with ADOA hired from 5/1/22 until 4/30/23 1. Eligible employees do not need to be meeting expectations 2. Eligible employees who separate employment for any reason do not qualify for current or future payments 3. Eligible employees promoted within law enforcement or detention ranks remain eligible for payments 4. Eligible employees who promote to non-law enforcement or detention positions do not qualify for current or future payments 5. A deputy or detention officer that resigns from another County prior to receiving all eligible quarterly payments and takes a position with Maricopa County is not eligible for recruitment payments B. Payments: $1,250 quarterly installments over 1 year up to a maximum of $5,000 (contingent on the availability of funding) C. Funding: $3,135,000 (June 2023) D. Effective Date: Starting 10/1/22, paid out at the end of each quarter E. FICA and Medicare: $16,830 cost estimate as of 11/14/22 (County Contingency) F. PSPRS: Payments are non-pensionable G.
