Improvements

Dear Eric:

Dekker/Perich/Sabatini is pleased to submit this proposal for additional professional design services for
the above referenced project. The scope of the additional services consists of moving forward with
design development, construction documents and construction administration services for the exterior

building finishes, hardscape and landscape improvements of the 301 W Jefferson Administration
Building as listed below:

Design Development
«Further developing the design from schematic design
* Coordination for accessible route, grading, seating, site furnishings, landscape types, landscape
maintenance, security, monument sign, and support service needs
Identify improvements needed for ROW requirements
Provide one (1) in-person internal meeting with the project team
* Provide (1) project coordination meetings for with Maricopa County project team via
teleconference
* 100% DD documents will be provided to the County for review
Collaborate with contractor on construction costs
Provide both design documents and preliminary cost estimate to the County

Construction Documents
e Finalize developing the design from design development
e Finalize coordination for accessible route, grading, seating, site furnishings, landscape types,
landscape maintenance, security, monument sign, and support service needs
Finalize improvements needed for ROW requirements
Provide one (1) in-person internal meeting with the project team
50% CD documents will be provided to the County for review
Provide (1) project coordination meetings for 50% CD to page-turn documents with Maricopa
County project team via teleconference
100% CD documents will be provided to the County for review
Collaborate with contractor on construction costs
Provide both final design documents and final cost estimate to the County
Submitting documents for Maricopa County and the City of Phoenix for approval and permits
Coordination of ROW requirements

Construction Administration
e Collaboration with the contractor for schedule, addenda, and submittals.
e Provide site visits for construction observation and provide report of progress, one of these to
be for the substantial completion and for final completion of construction
e As-built services

The changes described above require architecture, landscape, civil, structural, electrical, and security
engineering services. Please find attached proposals from Dibble and Bridgers and Paxton for their
scope of work. Additionally, an allowance has been included in the fee to cover geotechnical
investigations and other fees per the County's discretion.

We propose to provide the additional services described above for additional professional design
services will be a lump sum fee as broken out below:

Survey & Civil Engineering Services Proposal

Adrienne,

Thank you for the opportunity to submit this proposal to provide survey and civil engineering services.
This proposal has been prepared based on our understanding of the project as described in the Project
Understanding and Scope of Services sections. This proposal only includes programming We look
forward to partnering with your team for a successful project.

PROJECT UNDERSTANDING:
Project summary
* Maricopa County is making improvements to the existing Administration Building at 301 W
Jefferson Street, Phoenix AZ.
e The exterior improvements include demolishing most of the existing stairs, walls, and other
hardscape improvement currently in the areas shown in the attached project site exhibit.
e The new improvements will include new stairs, ramps and walls to provide ADA access to the
building doorway.
e Additional improvements include hardscape/sidewalk, driveway and landscape upgrades to the
remainder of site, especially within City of Phoenix right of way to be brought up to current
City standards
* The area anticipated to be impacted is slightly over 1.2 acres with the majority of the
improvements happening at the northeast corner of the building near the main entrance and
also 2 smaller areas at other building entrances.
Existing site is fully developed with building, hardscape and utilities
Adjacent developments include City of Phoenix streets on all four sides of the building.

Grading & Drainage
e Existing retention or drainage patterns are not anticipated to be modified and therefore
additional retention is not anticipated
e Off-site flows are not expected

Existing/proposed utilities:
e New utility services are not anticipated. Minor onsite relocations of water/sewer/fire/storm
drain will be incorporated if necessary to account for hardscape improvements
e Major or Public utility relocations are not expected
e Off-site utility improvements are not expected

Adjacent roadway infrastructure:
* Adjacent roadways are fully developed, improvements to roadway are not anticipated

Parcel summary
e Replat/Lot Combo/Easements new or abandonment are not expected

CONDITIONS:

e Architect will provide electronic files (AutoCAD) of the proposed site and building
improvements for use as the basis of the civil design

e The Client will provide a Geotechnical Report with recommendations for pavement sections if
necessary

e Submittals will be made via pdf documents and printing if required will be done by others or
reimbursed at cost to Dibble
Submittal and review fees will be paid by Owner/Architect at the time of submittal
Client will provide a current ALTA Survey or Title Report including Schedule ‘B’ items
These services are for DD-CA. SD is assumed to be completed and this is an add service to
the original contract.
Site plan changes after DD phase will require additional services request
Meetings and construction phase site observations are as noted in each section. Should the
required meeting attendance exceed the expected number of meetings additional
compensation will be requested.

DESIGN STANDARDS/PERMITTING AGENCY
Design will conform to the following Authorities Having Jurisdiction (AHJ).

Design will be reviewed and permitted by the following AHJ(s)

SCHEDULE:
e Dibble is prepared to begin immediately and will coordinate with the Owner/Architect to
establish a project schedule.

SCOPE OF SERVICES:
1.0 50% Design Development Phase

1.1 Additional Topographic Survey

Project Control

Dibble will perform Project Control Survey services including:

e Dibble will confirm the project control for the site

° Basis of Elevation: Elevations shall be tied to the City of Phoenix datum

* Basis of Coordinates: Coordinates (Northing and Easting) shall be based upon the City of
Phoenix datum

Topographic Survey & Basemap Preparation

Dibble will perform Topographic Survey & Basemap services including:

e Prepare design ready AutoCAD base file including existing utilities and existing site
features based on available utility as-built and quarter section drawings as well as
conventional topographic survey.

e Limits of additional survey are per the attached exhibit.

1.2 50% Design Development Documents

Dibble will prepare 50% Design Development documents including:

e Develop on-site plans including site demolition plan, civil site plan, grading & drainage plan,
utility plan (for minor relocations if necessary), cross sections, and details

* Develop design of horizontal control and vertical design & control of the site elements of the
project including walls, hardscape, driveways, and drainage features

e Develop design of storm water conveyance
Develop draft drainage statement for the site for inclusion on the civil cover sheet

¢ Coordinate dry utilities by acquiring design plans from design team and illustrating dry
utility alignment on civil plans, for reference only

e Coordination with Owner, Contractor, Architect & Landscape Architect

ADDITIONAL SERVICES:

If the Consultant/Engineer is required to perform services in addition to those outlined in the Scope of
Work, by reason of substantial changes ordered by the Owner or Architect or for any reason beyond
the Consultant’s/Engineer’s control, they are to receive compensation for such services.
Compensation for additional services not included in the Scope of Work for the basic services shall be
based on time expended. Additional services must be approved by the Owner prior to the start of
such work.

Invoices will be submitted monthly based on the percentage of the survey and civil engineering
services that are complete. These invoices will be due and payable upon receipt and will be
considered past due if not paid within seven days after Client's receipt of payment from the Owner.

DESCRIPTION OF SERVICES:

The exterior of the 301 Administration building will undergo site improvements that will include cameras,
site lighting, and access control to the exterior doors. The total exterior area is approximately 32,000 s.f.
(refer to attached rendering).

Electrical Engineering Scope:
1) Review of existing record drawings for the Restack building in relation to each exterior space.
2) Site investigation
3) Provide point by point lighting calculations and specification of exterior lighting walkway and
building mount luminaires.
4) Provide convenience receptacles
5) Update panel schedules, exterior lighting controls, Load calculations, voltage drop.

Technology Engineering Scope:
1) Review of existing record drawings for the Restack buildings in relation to each exterior space.
2) Site investigation
3) Provide security camera design
4) Provide access control design and tie into existing building system.

Mechanical and Plumbing scopes are not anticipated.

Our fee includes actual hours worked as we propose a lump Sum fee proposal as indicated in the
attached task breakout.
