Attached is our response letter and property disclosure notification since this falls within our airspace and overflight area. This project location is under our circling traffic pattern and will get a heavy amount of overflight activity. Listed in the considerations include: The need for an FAA 7460 airspace review for any vertical structures, or cranes used onsite during construction. The FAA’s filing criteria tool is available at: Notice Criteria Tool (faa.gov) to see if an FAA filing would be requested. The material(s) they plan to use as a roof covering for a majority of the spaces. We want to avoid use of any material or surface that could be highly reflective in nature, which could result in flash blindness to pilots due to glint and glare. That could be the corrugated metal or possibly any elastomeric they use for the covered spaces. I did not see that listed or examples in the materials schedule. A 7460 review would also need to be completed if they plan to locate a wireless communication facility (cell tower) on the property, or if any roof mounted solar panels are proposed. This site lies within Airport Overflight Area (AOA) III, as identified in Phoenix-Mesa Gateway Airport Authority’s 2017 Airport Land Use Compatibility Plan (ALUCP), the Part 77 area, and the published FAA Traffic Pattern Airspace. Land use compatibility in proximity to the airport is critical to airport operational safety and capacity. This development will experience frequent aircraft overflights and will be affected by noise. Occupants will hear and see aircraft landing and taking off from the Airport and will experience aircraft overflights that generate noise levels considered by many to be “annoying”. This storage/light industrial use is generally considered a compatible land use in proximity to the airport. Considerations that address airport compatibility with this proposal include: 1- Any permanent development or temporary structures, such as cranes, are subject to a CFR Title 14 Part 77 (Form 7460) review to determine any impacts to navigable airspace and air navigation facilities. An FAA determination notice of no hazard to air navigation shall be provided, if requested. Maximum building height should include the height of all structures on top of the building, and not to top of the parapet. 2- Any building uses, design, or features which may obscure a pilot’s vision in any way resulting in glare, or flash blindness, should not be permitted. 3- Lighting placement or systems that direct lighting upward or toward the approach paths of aircraft, or that could be confused with airport identification or navigational lighting should not be permitted. 4- Sources of potential electromagnetic interference shall be considered through CFR Title 14 Part 77 (Form 7460) review. 5- Ensure that landscape features and lush plant/tree varieties attractive to hazardous wildlife are not used.
