SMALL BUSINESS ADVOCACY PROGRAM
Procurements under Article 3 of the Maricopa County Procurement Code that do not exceed the 
aggregate dollar amount of less than $100,000 shall be restricted, if practicable, to vendors who have self- 
certified as an eligible Maricopa County Small/Local Business in the e-procurement application.  
The requirements for vendors to self-certify as an eligible Maricopa County Small/Local Business are as 
follows:
Independently owned and operated, and not dominant in their field, with fewer than 100 
employees and no more than $4M in annual gross receipts in its last fiscal year;
Vendor has its physical business location(s) only in Maricopa County; or vendor has physical 
business locations both in and outside of the County, but the County-based location(s) account(s) 
for over 50% of the vendor’s total number of employees, or over 50% of the vendor’s gross sales. 
The vendor can be a sole proprietorship, partnership, corporation, or any other legal form that 
has been in continuous operation for at least 1 year.
Meet all related procurement and County requirements including current on any taxes owed to 
Maricopa County and be in good standing with AZDOR and any other regulatory agencies within 
the state of Arizona.  
Upon initial award, County departments will be required to validate eligibility prior to award. 
Documentation can include a notarized affidavit, filed tax returns and certified audit/income statements 
to verify income, number of employees and location of the entity.  Documentation can be added to the 
Vendor’s Advantage VSS profile, and vendors will need to re-affirm eligibility each year.
The program shall not apply to leases of rental property; license and permits; concessions; 
franchise agreements; for investment banking services; and those exceptions as listed in Article 
2, Section MC1.102 A. through D.
This program is consistent with the law (A.RS. 41-2535 A. through C.), the Board of Supervisors strategic 
goals, and the Maricopa County Procurement Code.
