The enclosed Impact Statement has been submitted to the Maricopa County Board of Supervisors
requesting the formation of the Janet Rose Irrigation Water Delivery District in the Janet Rose
subdivision community in Phoenix, AZ. A hearing to determine whether the creation of the

proposed district will promote public health, comfort, convenience, necessity or welfare will be
held:

At the hearing on December 8, 2021, the Board of Supervisors will hear those who appear for and
against the proposed district and shall determine whether the creation of the district will promote
public health, comfort, convenience, necessity or welfare. If the Board determines that the above
criteria and related requirements outlined in the statutes are met, it shall authorize the persons
proposing the district to circulate petitions.

All persons wishing to appear for or against the proposed district are directed to attend the hearing
virtually, or file a statement in writing prior to the hearing with the Clerk of the Board of
Supervisors, 301 W. Jefferson, 7th" Floor, Phoenix, 85003.

Pursuant to A.R.S. § 48-261 and § 48-263, convene the scheduled public hearing on the impact
statement for the proposed Janet Rose Irrigation Water Delivery District.

Pursuant to the provisions of A.R.S. § 48-261, § 48-263 and § 48-3422 the undersigned submit the
following as an Impact Statement for the proposed Jamet Rose Irrigation Water Delivery District
(IWDD).

A. LEGAL DESCRIPTION OF BOUNDARIES OF PROPOSED DISTRICT

Legal Description of the proposed Jamet Rese irrigation water delivery district is attached
as Exhibit “A” hereto.

Also attached to this statement as Exhibit “B” is a map, provided by Maricopa County,
highlighting the area to be included in the proposed district.

An estimate of the taxable acreage to be included in the district is 23.804 acres.

Pursuant to A.R.S. 48-3422, and included in Exhibit “C” the location at which irrigation
water will be obtained from the SRP delivery gate on the SW corner of E Rose Ln. and
N16" St. The water from that point will be carried through approximately 12-15 inch
concrete pipe and ditches for approximately 7,150 feet.

B. DETAILED LIST OF TAXABLE PROPERTIES

A detailed list of taxable properties, provided by the Maricopa County Assessor is
attached as Exhibit “D” hereto.

C. ESTIMATED ASSESSED VALUATION IN PROPOSED DISTRICT

The estimated 2021 tax year assessed valuation for the area within the boundaries of the
proposed irrigation water delivery district is $2,245,699

D. ESTIMATED CHANGE IN TAX RATE IF THE DISTRICT IS FORMED

The estimated change in the tax rate of the district, if the district is formed, is $146.62 per
acre. This tax estimate is based on an annual proposed budget of $3,490.26 which includes a
15% anticipated delinquency rate, pursuant to A.R.S. § 48-3473B, leaving an operation and

maintenance budget of $3,035.01

As a result of the proposed district, the change in the property tax liability of a typical
resident is as follows:

A typical resident in this district with a .180 acre lot at the proposed tax rate of

$146.62 per acre would have an estimated property tax liability of $26.39 per year as a
result of the creation of the proposed district.

E. BENEFITS TO BE DERIVED FROM THE PROPOSED DISTRICT

A water district is a legally-tested structure that will ensure a well maintained system for
the long-term future of the Janet Rose irrigation system. The benefits include

the rapid repair and maintenance of the Jamet Rose water delivery system.

o Improved Irrigation System and Service: Everyone will share equally in the
maintenance and distribution of water. Everyone will contribute and everyone will
profit by the formation of the water district.

© Open Business: A water district ensures open conduct of business by the Board of
Trustees.

ec Community Involvement: All residents of the proposed Janet Rose Water Delivery
District will benefit from the open communication, organizational transparency and
continuing education in the maintaining and sustaining the irrigation delivery system.

F. INJURIES RESULTING FROM THE PROPOSED DISTRICT

As a result of the proposed district, no injuries will result in bringing the system back to fair
condition as the current delivery system has been determined to be in fair condition. The
following injury will result:

e A property tax increase of $26.39 per year on a typical acre property within the
proposed district.

b. A map and general description of the boundaries of the proposed district sufficiently detailed to permit a property owner to determine
whether a particular property is within the proposed district;
c. The names, addresses and occupations of the proposed members of the district's organizing board of directors which should be found in
the impact statement;
No alteration of the proposed district shall be made after receiving the approval of the board of supervisors as provided in ARS § 48-261 (A)(4).
Each section on the petition MUST be filled out.
MUST sign with the full legal name. No abbreviation, nickname or alias will be considered a valid signature.
If the property owner is a Trust, the trustee MUST sign their full legal name and add trustee as a part of the signature.
MUST use the following format when dating the signature — MM/DD/YY
To sign you MUST be the owner of record: not a renter, brother, sister, etc. unless you have power of attorney or at the request of the owner due to
