dollar amount is above $10,000. The Chief Procurement Officer can approve purchases up to $100,000. Board of Supervisors

THIS IS A COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional page if needed): 
Ron Smith & Associates (RSA) is the only service provider with a full time quality manager working to provide Quality Management services, in 
addition to several experienced quality managers working on contract. Individually, they have led several different forensic agencies to 
accreditation under the following programs and international standards:  Legacy accreditation with ASCLD/LAB, ISO/IEC 17020, ISO/IEC 17025 
and ISO/IEC 17043. RSA is the only company that has immediate access to technical assessors with an unparalleled level of competency in 
their forensic discipline. The technical professionals are trained assessors in both 17020 and 17025 accreditation, they are nationally 
recognized in their forensic discipline, and are certified by recognized forensic organizations such as the International Association for 
Identification, the American Board of Criminalistics, the Association of Firearm and Tool Mark Examiners, and the American Board of Forensic 
Toxicology. In addition to quality management services, RSA provides forensic proficiency tests under ISO/IEC 17043 accreditation. The scope 
of accreditation currently includes latent print comparison, latent print processing (for crime scene as well as friction ridge) footwear, tire track, 
tenprint comparisons, shooting incident documentation (crime scene), and presumptive blood testing (crime scene). This truly sets Ron Smith & 
Associates apart. The lead quality manager that provides accreditation services has 31 years of forensic experience, working initially as a 
forensic scientist in the analytical discipline of toxicology, and 16 years of experience working directly in quality management.  
Ron Smith & Associates (RSA) is the only service provider with a full time quality manager 
working to provide Quality Management services, in addition to several experienced quality 
managers working on contract.  RSA is the only company that has immediate access to 
technical assessors with an unparalleled level of competency in their forensic discipline.   
RSA bundles all of these services together and offers them as a package.  They write policy 
and procedures and quality management manuals for accreditation (part of bundle).  They will 
also act as trainer, liaison between our office & accrediting body, or act as Quality Manager for 
time preceding and following accreditation.
